The Wyoming Department of Health is seeking a strategic and driven Business Operations Administrator to join our senior leadership team. In this high-impact role, you'll guide key initiatives that shape how healthcare is delivered across the state - from privacy and security to performance management and rural health innovation. You'll lead the Office of Privacy, Security, and Contracts (OPSC), oversee the Department's HealthStat performance management system, and help implement Wyoming's Rural Health Transformation Program established by new federal legislation. Working directly with the Director and Deputy Director, you'll have the opportunity to make a tangible difference in how healthcare services reach Wyoming communities while collaborating with dedicated leaders who are committed to improving lives statewide.

  • Lead major projects and strategic initiatives that improve statewide healthcare operations.
  • Advise leadership on health policy, compliance, and internal legal matters.
  • Serve as a liaison to the Legislature on issues that shape Wyoming's health system.
  • Strengthen the Department's internal processes to enhance efficiency and accountability.
  • Manage daily operations of the Office of Privacy, Security, and Contracts (OPSC) and ensure compliance with state and federal requirements.
  • Serve as the Department's official HIPAA Privacy and Security Officer.
  • Lead the Department's HealthStat program and coordinate performance improvement meetings.
  • Work with federal partners to implement initiatives that expand access to healthcare in rural communities.
  • Identify opportunities to streamline processes and improve service delivery.
  • Knowledge of best practices in the management of large organizations.
  • Knowledge of health policy at the federal, state, and local levels.
  • Ability to synthesize complex information and data into actionable information for decision-makers.
  • Ability to craft products (briefs, reports, presentations, analyses) that communicate effectively with internal and external stakeholders.
  • Legal education (i.e., JD) due to compliance, contracting, and rule review responsibilities.
