About The Position

The N.C. Department of Agriculture and Consumer Services provides services that promote and improve agriculture, agribusiness, and forests; protect consumers and businesses; and conserve farmland and natural resources for the prosperity of all North Carolinians. The Department employs approximately 2,000 employees. This posting is open to current State of North Carolina employees—including temporary employees (hired directly or through Temporary Solutions)—and RIF candidates with priority reemployment rights under G.S. 126. The Budget Officer supports the mission of the Plant Industry Division by managing and assisting with core administrative functions, including budget and financial management, cooperative agreements and grants, human resources, supervision of support operations, and general program administration. Key responsibilities include: • Managing budgeting, grants & contracts, cooperative agreements, HR functions, and purchasing. • Representing the Division on fiscal matters and advising the Division Director and other section leaders on budget-related policies and procedures. • Assisting the Division Director in strategic planning, program development, and implementation across all Division programs. • Managing all human resources activities and related policies for the Division. This position currently supervises an Administrative Specialist II, a Purchasing Coordinator, and a Maintenance/Construction Unit Supervisor along with their respective teams. Additionally, the business officer may serve as Acting Division Director in the absence of the Director or other key leadership staff

Requirements

  • Intermediate knowledge of accounting practices and procedures.
  • Intermediate knowledge in the management of federal and state cooperative agreements, contracts and grants.
  • Knowledgeable in state personnel policies and procedures.
  • Ability to supervise staff and make changes to workload distribution as necessary
  • Bachelor’s degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution and two years of progressive related experience, one year of which should be in a supervisory role, or an equivalent combination of education and experience.

Nice To Haves

  • Experience in the state accounting system (NCFS), Fiori, Beacon, Grant Solutions, Ez Fed, WebGt or Workday systems at the manager level preferred.
