About The Position

GENERAL DESCRIPTION: The Professional Licensing Board Office provides administrative support for twenty (20) professional and occupational licensing boards dedicated to protecting the health, safety, and welfare of Wyoming's citizens. The Executive Director serves multiple boards and ensures each one meets its regulatory responsibilities, including enforcement of applicable statutes, rules, and policies, as well as the preparation and oversight of each board's budget. Requirements

  • Work leadership, supervision, effective communication, organization, and decision-making.
  • Principles, concepts, and current practices of government, including fiscal and budget management.
  • Interpret and apply statutes, regulations, and standards regarding professional licensing.
  • Maintain confidentiality.
  • Bachelor's Degree (typically in Business Management)
  • 1-2 years of progressive work experience (typically in Business Management) with acquired knowledge at the level of a Business Office Coordinator II
  • OR
  • 4-6 years of progressive work experience (typically in Business Management) with acquired knowledge at the level of a Business Office Coordinator II
  • Must have a valid, unrestricted driver's license.

Responsibilities

  • Serve as liaison between the Board, licensees, the public, government agencies, professional associations, and consumer groups.
  • Act in the Board's stead within policy and guidelines when the Board is not in session.
  • Assist in the promulgation, implementation and ongoing review of rules and regulations governing Board operation.
  • Monitor current trends and best practices within regulation, governance, and administration.
  • Research, monitor, and track state and national legislation, assist with drafting language for proposed legislation, and ensure compliance with state and federal laws by participating in local, regional, and national meetings as the Board's representative.
  • Interpret applicable statutes and rules to develop standard procedures for licensing and to fulfill the regulatory obligations of the board.
  • Review applications and evaluate supporting documents submitted for examination, licensure, or license renewal.
  • Follow the retention and destruction schedules for all licensing and board documents utilizing Content Manager and RIMS (Records and Information Management System).
  • Serve as the point of contact for all requests for public records and adhere to the Wyoming Public Records Act.
  • Schedule,organize, attend, and participate in Board meetings; develop the agenda; provide and interpret information; recommend courses of action; compile the minutes; and act on all Board decisions and directives.
  • Prepare and present monthly financial statements for review by Board members; monitor each Board's financial status to ensure that funds are used efficiently and that fees are set at an appropriate level to fund each Board's budget.
  • Prepare and submit biennium budget requests and B-11 budget modification requests to the Budget Division.
  • Coordinate investigations relating to reported violations of rules and regulations or statutes; maintain confidentiality and security of all complaints and investigations; assist in finalizing investigative reports and drafting legal pleadings related to contested case hearings.
  • Retain the services of investigators and hearing officers; gather evidence; organize and attend administrative hearings; provide testimony; and report formal actions to the appropriate national disciplinary data banks.
  • Draft contracts, MOUs, and inter-agency agreements between the boards, other government agencies, national associations, and private organizations. Upload to Cobblestone for maintenance and tracking.
  • Prepare fiscal impact statements as requested by the Legislative Service Office.
  • Compile information and statistics to provide accurate information to members of the legislature, lobbyists, and other interested parties.
  • Ability to provide in-person testimony at legislative committee hearings.
  • Act in the immediate supervisor's stead during their absence by serving as the contact liaison for the Director of Administration and Information, and other state agencies.
  • Provide assistance to other team members with special projects, handling inquiries, fielding telephone calls and ensuring the office is staffed during normal business hours.
  • Interview candidates for employment; make hiring recommendations; conduct performance appraisals and make disciplinary decisions.
  • Assign, instruct, and monitor staff in carrying out their assigned tasks.
  • Resolve problems and questions presented by staff.
  • Establish and modify office procedures and methods for processing applications and renewals accurately and efficiently.
  • Establish and maintain electronic and manual record-keeping standards for license and complaint files.
  • Develop official forms and documents. Determine what information is to be published on the Board's web pages.
