Work involves establishing the strategic plan and goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities or business functions; and reviewing and approving budgets within departments or divisions. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Requirements

  • Graduation from an accredited four-year college or university
  • 3+ years of management experience
  • 3+ years of experience working with child or adult welfare data
  • 5+ years working in government or public sector
  • 5+ years of Data and analytics experience
  • Deep understanding of business intelligence (BI) platforms, tools, and best practices (e.g., Tableau, SQL, etc.).
  • Comprehensive knowledge of data architecture, data governance, and the principles of enterprise reporting and analytics.
  • Knowledge of organizational strategies and priorities related to data utilization and decision-making.
  • Understanding of regulatory, compliance, and security considerations in enterprise-wide data management.
  • Knowledge of the legislative process and experience managing teams through a legislative session.
  • Strong leadership and team management skills, including experience leading high-performing teams across reporting and analytics functions.
  • Exceptional communication and interpersonal skills for stakeholder engagement and executive-level presentations.
  • Proficiency in designing, implementing, and optimizing scalable BI/reporting solutions.
  • Strategic thinking and problem-solving ability to identify and address complex reporting/analytics challenges.
  • Ability to translate business needs into actionable data solutions with measurable impact.
  • Capacity to oversee and align reporting portfolios and ad-hoc analytics teams with enterprise-wide strategy.
  • Ability to manage large-scale reporting projects with cross-functional collaboration.
  • Expertise in fostering a culture of data-driven decision-making and innovation within the agency.
  • Skill in mentoring, coaching, and developing data teams, driving professional growth aligned with organizational goals.
  • Commitment to delivering high-quality data products and insights while maintaining adaptability to evolving business needs.

Responsibilities

  • Develop standards for achieving goals.
  • Respond to legislative inquiries and requests for information and participate in developing legislative appropriation requests.
  • Participate in or oversee strategic communication efforts.
  • Oversee the collection, organization, analysis, and preparation of reports.
  • Develop long-range and short-term plans.
  • Administer and direct programs in a specific area.
  • Directs program activities and/or business functions within a department or division.
  • Develops and implements techniques for evaluating program activities and/or business functions within a department or division; and identifies need for changes.
  • Develops and establishes goals and objectives consistent with the agency’s strategic plan.
  • Develops, reviews, and approves budgets and major expenditures; and ensures that requirements of funding sources are met.
  • Develops policies, procedures, and guidelines; and monitors compliance.
  • Plans, develops, and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.
  • Represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.
  • Reviews and approves management, productivity, and financial reports and studies.
  • Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.
  • Provides professional oversight and guidance to other occupations or support staff, including executive and/or management-level staff, to ensure compliance with and adherence to regulatory standards and established procedures.
  • Performs related work as assigned.
