About the position
The Business Development Specialist (Program Manager) within the Office of Small Business Programs (OSBP) at NASA is responsible for overseeing policies, procedures, and operations related to small and socioeconomic disadvantaged businesses. This role involves providing technical direction to a team of advocates, ensuring the development and implementation of comprehensive contracting opportunities within NASA programs.
Responsibilities
- Oversee the development of small business training and education programs for the NASA acquisition workforce and small business community.
- Maintain open lines of communication with NASA acquisition senior leadership, business executives, and external stakeholders.
- Exercise delegated technical authority on small business and socio-economic guidelines, policies, regulations, and legislation.
- Provide technical guidance to staff on functional solutions and assigned work responsibilities.
- Lead reviews, data analysis, and reports on small business programmatic successes and challenges.
- Support office budgetary planning, programming, and execution, providing guidance on risk management and internal controls.
- Foster a culture of engagement, diversity, inclusiveness, excellence, and innovation.
- Champion NASA's commitment to Diversity, Equity, Inclusion, and Accessibility.
Requirements
- One year of specialized experience equivalent to the GS-14 level, including performing industry research using data analytics for executive recommendations.
- Experience overseeing process improvement, strategic planning, and change management techniques.
- Ability to interpret and develop laws, regulations, and policies related to small and socioeconomic business programs.
