About The Position

Constellis seeks a proven program development executive to drive growth in all lines of business around the critical mission surrounding the United States Southern Border. This executive will report to the Chief Growth Officer and will coordinate business development initiatives with Senior Constellis Leadership from our corporate headquarters ranging across all lines of business. This position will be responsible for developing strategic growth plans, opportunity roadmaps, and strategic engagement campaigns to identify, qualify, and capture border-related opportunities.

Requirements

  • Active Top Secret clearance required
  • Extensive experience working with/supporting Federal entities that support the mission at our southern border, to include the Departments of Defense and Homeland Security (DHS) [Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP)]
  • Bachelor’s degree or equivalent professional experience required
  • 10+ years business development or capture management experience
  • Multi-disciplined experience leading winning U.S. government captures (>$100M) in one or more of the following mission support areas: physical security and risk management; life support for detention centers; construction, infrastructure, operations and maintenance; logistics; and national security/intelligence community
  • Ability to synthesize requirements and present business cases for action/corporate response in a clear, concise, focused manner
  • Effective oral and written communication skills

Nice To Haves

  • Prior DHS or DOD experience (preferred)
  • Previous project or program management experience (preferred)

Responsibilities

  • Ensure alignment with leadership on business development objectives, competitive positioning, and strategic pursuits
  • Oversee all business development and capture activities to support a healthy pipeline for Constellis collective/integrated offerings related to the southern border
  • Identify and qualify new opportunities aligned to the corporate strategy and drive organic growth within the existing portfolio
  • Craft, socialize, and iteratively refine business growth and win strategies for major opportunities
  • Build capture teams and assign capture resources across the company in collaboration with functional area leads (operations, contracts, pricing, finance, HR, etc.)
  • Develop and execute teaming strategies based on competitive assessment and market trends to increase opportunity Pwin
  • Manage daily business development activities and oversee capture activities across the team to include price-to-win and proposal efforts
  • Participate in the development and execution of all periodic reviews
  • Participate and provide expertise and leadership in the annual strategic planning process and annual operating plan development
  • Ensure compliance with company policies and procedures and other practices set forth by upper management
