About The Position

Delaware State Housing Authority’s (DSHA) Single-Family Mortgage Lending team develops and administers programs that promote and sustain homeownership throughout the State of Delaware for low-to-moderate income families. This includes first mortgage, down payment and closing costs assistance programs, and foreclosure prevention programs. The Business Development and Lender Liaison is responsible for managing and enhancing DSHA’s relationships with lenders, real estate professionals, and industry partners. This role focuses on partner development, training, consulting, and service delivery to expand the reach and utilization of DSHA’s homeownership programs.

Requirements

  • Knowledge of state and federal housing and mortgage regulations, policies and procedures.
  • Knowledge of single-family mortgage lending practices including program development, planning and evaluation and implementation.
  • Knowledge of mortgage loan processing, underwriting, closing, and post-closing.
  • Proficiency in Microsoft Office Suite and industry-related software.
  • Strong analytical and problem-solving skills with the ability to recommend and implement solutions.
  • Excellent written and verbal communication skills.
  • Ability to build and maintain effective partnerships with lenders, realtors, builders, government agencies, and the public.
  • Ability to analyze, develop, recommend, and implement policies, procedures, guidelines, and legislative changes that impact lender engagement, partner participation, and the effective delivery of DSHA homeownership programs.
  • Ability to identify business development, partner engagement, or service delivery needs and independently recommend and implement effective strategies or solutions to expand program utilization and improve partner performance.
  • Ability to communicate clearly and effectively in both oral and written form when training, advising, or consulting with lenders, real estate professionals, and industry partners regarding DSHA programs and requirements.
  • Ability to develop, manage, and strengthen relationships with lenders, real estate professionals, and industry partners through outreach, training, technical assistance, and ongoing consultation to increase participation in DSHA programs.
  • Ability to establish and maintain effective working relationships with mortgage lenders, brokers, builders, realtors, attorneys, and federal partners to support partner development initiatives and advance DSHA’s homeownership goals.
  • Ability to travel throughout the State of Delaware to support partnerships.
  • Applicants must have education, training and/or experience demonstrating competence in each of the following areas: Bachelors degree in marketing, business administration, real estate, or other related field and/or 2 years demonstrated experience in mortgage lending, real estate, marketing, sales, and/or business development. An equivalent combinationof education and experience may be considered
  • Excellent communication and presentation skills, including interpersonal, verbal, and written communication.
  • Results-oriented with excellent negotiation and relationship management skills.
  • Demonstrated critical thinking and problem-solving skills with sound judgment and decision-making abilities.
  • Proficiency in productivity software (e.g. Microsoft Office Suite).
  • THIS POSITION REQUIRES THE SUCCESSFUL COMPLETION OF A CRIMINAL BACKGROUND SCREENING AND A VALID DRIVERS LICENSE.

Responsibilities

  • Implement and promote marketing initiative(s) for DSHA homeownership programs in coordination with DSHA’s Public Relations team.
  • Serves as primary contact for lenders, realtors, housing counselors, builders, and other partners.
  • Grow DSHA’s market share through partner outreach, training sessions, and client engagement to identify needs and opportunities.
  • Develop and maintain training materials and presentations for approved lenders regarding DSHA loan programs, origination, underwriting, closing, and post-closing.
  • Represents DSHA at industry events, meetings, conferences, and other events by delivering presentations and providing program materials.
  • Collaborate with internal teams to organize and promote homebuyer events in all three Delaware counties.
  • Maintains ongoing communications including site visits and writtencommunication with lending partners to ensure quality service and compliance throughout the State of Delaware.
  • Maintain active membership in professional organizations related to lending, real estate, and housing.
