About The Position
Raye IT Consulting, LLC is a 8a certified minority woman-owned IT consulting and technology firm. Raye IT brings over 20 years experience in delivering mission-critical programs and support for the Federal Government and large agencies. We specialize in program and project management, capital planning and IT investment portfolio management, infrastructure support and application development deployment to include IT operations and maintenance. We deliver value through technical and managerial expertise – innovation, efficient processes, executable strategies, and methodologies that generate tangible and measurable results to our clients across the Federal, Civilian and DoD sectors. The Business Data Analyst will provides enterprise‑level analytical support across multiple portfolio programs. This role conducts business case analyses, supports project planning, performs business process reengineering (BPR), and analyzes IT performance metrics to inform leadership decisions. The candidate must be able to clearly present and defend findings and operate confidently within DOD EFM tools, ServiceNow workspaces, and other portfolio management systems.
Requirements
- Seven (7) years of relevant analytical or portfolio support experience.
- Four (4) years supporting DOD/DLA EFM enterprise tools and capabilities.
- Two (2) years supporting DOD/DLA Agile development programs.
- Proficiency with: MS Office Suite (Word, Excel, PowerPoint, Access) Project management tools and methodologies MS Power BI DOD/DLA systems (TMT, PEO Task Tracker, EFM Portfolio tools) SharePoint ServiceNow Workspaces (Program, Project, SPM, ITSM, RAVEN)
- Must hold a relevant certification from a nationally recognized authority.
- Must possess a Moderate Risk, Confidential, Non‑Critical Sensitive, Tier 3/NACLC/ANACI clearance level

- Experience supporting DoD or DLA enterprise‑level programs.
- Strong analytical, critical thinking, and problem‑solving skills.
- Ability to communicate complex findings clearly to technical and non‑technical audiences.
- Experience developing dashboards or visualizations in Power BI.
- Demonstrated success working in a fast‑paced, matrixed environment.
Responsibilities
- Deliver matrixed analytical support across assigned portfolio programs.
- Conduct business case analyses and support project planning activities.
- Perform business process reengineering (BPR) to improve workflows and operational efficiency.
- Analyze IT performance metrics and develop data‑driven recommendations.
- Prepare, present, and defend analytical findings to leadership and stakeholders.
- Utilize MS Power BI and Agency‑specific portfolio tools for reporting and task management.
- Work within ServiceNow Workspaces (Program, Project, SPM, ITSM, RAVEN).
- Support Agile development activities within agency environments.
- Collaborate with cross‑functional teams to gather data and validate analysis.
