ICI Services—a 100% employee-owned company proudly celebrating 26 years of excellence—is seeking Business and Financial Management Task Lead to immediately support our Program Executive Office for Integrated Warfare Systems Business and Financial Management Support (PEO IWS BFM) at the Naval Sea Systems Command (NAVSEA) in Crystal City, VA. This is a hybrid position, requiring in-office presence three days per week in Crystal City, VA. Requirements

  • 15+ years of providing financial support to a Navy Program is required.
  • Subject matter expert in the Navy Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Demonstrated expertise in Navy financial management systems, including Navy ERP, PBIS, ADVANA, and JUPITER
  • In-depth knowledge of Weapons Procurement, Navy (WPN) and Research, Development, Test & Evaluation, Navy (RDT&E,N) appropriations.
  • Proven experience leading large, cross-functional teams supporting multiple program offices.
  • Demonstrated ability to drive digital transformation initiatives within financial management environments.
  • Strong interpersonal and communication skills, with the ability to effectively coordinate across diverse stakeholders and senior leadership.
  • Applicant must hold or be able to obtain an active Department of Defense (DoD) SECRET personnel security clearance.
  • Bachelor’s Degree in Business Administration, Accounting, or another related field.

Responsibilities

  • Oversee in the preparation of annual budgets.
  • Examine budget estimates or proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives.
  • Support development of the Corporate Fund (COF) requirements and budget to include but is not limited to development and analysis of task planning documentation.
  • Conduct analysis, report financial risk, and advise the government of strategies to mitigate the impact of financial risk.
  • Oversee development and issuance of formal financial policies and directives as required.
  • Facilitate, support, and participate in Integrated Product Teams (IPTs) to improve current ad hoc or documented business rules.
  • Oversee and mentor Junior and Mid-Level Financial Analyst.
  • Track Congressional budget deliberation schedules; analyze Congressional Committee reports; track, trend, and report all proposed and actual Congressional Marks, plus ups and adds as they pertain to PEO IWS Programs,
  • Prepare planned and emergent documents/briefs; provide issues analysis; prepare responses to public affairs actions; prepare reports, issue papers, appeals/reclaims.
