Business Management Reviews, prioritizes, and addresses substantive and complex issues impacting the planning, implementation, and evaluation of OTIM programs and services. Supports OTIM’s organization’s execution of policies and procedures, including the Strategic Plan goals. Serves as point of contact to ensure that all IT policies, processes, procedures, and initiatives are implemented in an appropriate and timely manner. Assists in developing and maintaining sound organization structures, improving management methods and procedures, and ensuring the effective use of resources. Designs, plans, and conducts research on administrative issues of substantial complexity and impact. Screens inquiries, establishes suspense dates and refers to appropriate offices for response/resolution. Prepares technical reports of program activities and coordinates with subject matter experts as needed, ensuring consistency, accuracy, and clarity with other documents. Performs a variety of miscellaneous technical, planning and administration duties in support of the office, such as providing customer service to organizational personnel; researching, preparing and forwarding policy memoranda that inform personnel of changes in policies and procedures; composing and preparing responses to correspondence on subjects where policy and precedence are established; preparing various correspondence, forms and reports; and initiating and obtaining signature of the approving authority on staff actions. Information Dissemination Formulates informational strategies which promote an understanding of programs and procedures for a variety of target audiences in alignment with the overall OCOO and CIO strategic plan. Reviews and analyzes CIO program accomplishments, effectiveness and/or compliance with agency rules and regulations for major reports and oversight purposes and provides objectively based information for making decisions on the administrative and programmatic aspects of security operations, including communications with FHFA internal and external stakeholders. Responsible for formulation and communication of an information dissemination program, vision, and business plan. Develops or expands communication strategies for each programmatic issue relevant to the focused audience. Uses project management techniques to ensure events/informational campaigns are properly coordinated and effectively executed with a high degree of quality. Reports Preparation Develops program information and communications for staff with varied degrees of comprehension of agency programs and policies. Researches, collects, compiles, and analyzes information to generate technical and management guidance for a variety of topics, including program plans, action reports based on empirical data. Develops and/or authors communication content, such as talking points, bulletins, brochures, blog posts, feature stories, briefings, and presentations to share and inform OTIM staff on relevant program information and initiatives. Consults on development and presentation of information, provides communication advice/training to staff and reviews staff written work (when requested) for content, style, and presentation of information.
