Brown Federal Services is seeking a Business Analyst to support the DOE Office of Site Management Support contract at the Portsmouth and Paducah sites. This position provides financial, cost, and contractual analysis in support of DOE funded work. Responsibilities include cost tracking, funding source management, CLIN analysis, and task order financial support. The role works closely with program management, project controls, contracts, and finance teams to ensure accurate cost data, funding alignment, and compliance with DOE requirements. Key duties include analyzing labor and indirect costs, supporting cost narratives and basis of estimate documentation, reviewing cost trends and burn rates, tracking DOE funding obligations and allocations, and assisting with funding forecasts. The position also supports CLIN and sub CLIN structure analysis, contract modifications, funding adjustments, and compliance reviews. Additional responsibilities include integrating cost and schedule data with project controls, supporting monthly reporting, responding to DOE data calls, assisting with transition planning, and improving internal business analysis tools and processes.

  • Bachelor’s degree in Business, Finance, Accounting, Economics, Engineering, or related field, or equivalent experience
  • Three to five years of experience in business analysis, financial analysis, or project controls for government contracts
  • Understanding of DOE funding mechanisms, costing principles, and contract structures
  • Experience working with CLIN based contracts and task orders
  • Strong analytical and problem solving skills with the ability to interpret cost and funding data
  • Proficiency in Microsoft Excel, including financial models and data analysis
  • Strong written and verbal communication skills
  • Ability to work with multiple stakeholders in a fast paced environment
  • Experience supporting DOE environmental cleanup, D&D, or site support contracts
  • Familiarity with OSMS, ISS, or other DOE support contracts
  • Experience with cost reimbursable and time and materials contract structures
  • Understanding of FAR and DEAR cost principles and DOE financial reporting requirements
  • Experience working with project controls systems or financial reporting tools
