POSITION OVERVIEW The Business Analyst provides expert guidance in GEOINT certification development by supporting the design, maintenance, and sustainment of NGA's certification programs in accordance with DoDM 3305.10. This role develops NCCA‑accreditable GEOINT certifications by applying academic and industry testing standards, conducting psychometric analyses, leading SME training and item‑development activities, and facilitating standard‑setting processes to establish defensible cut scores. The analyst continuously monitors certification performance, produces technical reporting that documents the rigor of assessment development, and contributes to accreditation package preparation. Through deep expertise in test design, legal and ethical assessment standards, and evaluation methodologies, the Business Analyst ensures GEOINT assessments remain valid, reliable, and operationally aligned with evolving mission requirements.

Requirements

  • Master's Degree in Industrial-Organizational Psychology which cannot be substituted for work experience.
  • At least 24 months demonstrated experience advising clients of ethical and legal standards and risks related to employee selection and psychometric assessment.
  • At least 24 months demonstrated experience designing and constructing legally defensible test instruments to include: Subject Matter Expert training, Item Development workshop facilitation, Standard-Setting Panel administration.
  • Active TS/SCI security clearance

Nice To Haves

  • At least 24 months demonstrated experience developing and maintaining compliance with third-party bodies such as the Institute for Credentialing Excellence and National Commission for Certifying Agencies.
  • Experience working with/on certification programs and policy development.

Responsibilities

  • Provide expert advice, recommendations, and support regarding certification development
  • Contributes to all tasks supporting the development, maintenance, and sustainment of the NGA Certification Program in accordance with the references highlighted in draft DoD Manual 3305.10.
  • Develops and maintains GEOINT Certifications that will achieve NCCA accreditation by:
  • Utilizes accepted academic and industry standards to develop, analyze, assess, and modify high stake examinations such as certifications.
  • Recommend, defend, and justify provisional and operational cut scores for GEOINT assessments.
  • Continuously monitor GEOINT certification performance (overall and items level) to ensure that the assessments/certifications are performed as intended.
  • Train and lead GEOINT subject matter experts in developing test questions appropriate for the proficiency level to be assessed and assemble a pilot test.
  • Facilitate and conduct a standard setting panel to develop a provisional cut score for the assessment, assist pilot planning and execution.
  • Analyze and use test results and SME feedback to develop operational assessment.
  • Draft technical reports detailing industry standard processes used in the development of GEOINT certification assessments.
  • Support accreditation package development.
