About The Position

GovCIO is currently hiring for a Business Analyst to support the Readiness and Employment System (RES) contract within the U.S. Department of Veterans Affairs. This position will be a fully remote role.

Requirements

Bachelor's Degree with 5 - 8 years (or commensurate experience).
3 to 5+ years of experience as a business analyst.
Strong understanding of project management methodologies, tools, and techniques.
Experience in creating user stories, use case diagrams, mockups, process flow charts for gathering requirements from customers/external stakeholders.
Experience in developing and implementing project management methodologies and processes.
Experience with Agile methodologies and with conducting associated ceremonies such as sprint planning, daily stand-ups, sprint reviews, and sprint retrospectives.
Excellent communication, interpersonal, and leadership skills.
Strong analytical and problem-solving skills.
Must be a team player and be able to adjust to a dynamic working environment that supports a government agency.
Ability to proactively communicate and coordinate with various internal and external project stakeholders, depending on needs.
Ability to manage multiple projects and priorities simultaneously.
Ability to work independently, take initiative, and drive results.
Ability to obtain and maintain Public Trust clearance

Nice To Haves

Experience with Atlassian Confluence and JIRA strongly preferred

Responsibilities

Coordinates with business and technology teams, ascertaining system requirements, such as program functions, output requirements, input data acquisition, and system techniques and controls.
Provides technical/functional expertise in identifying, evaluating, developing, and supporting systems. They have the business knowledge and perspective of a particular business and the IT needs of that customer.
Requires knowledge of computer system capabilities, business processes, and work flows. May also be functional experts in financial, program control or logistical areas.
Analyzes business and technical processes to formulate and develop new and modified business information processing systems.
Interfaces between systems architects/programmers and users located in a specialized area to ensure that information technology designs meet the needs of the end users within an organization.
Documents product/service requirements and develops test procedures to ensure user requests are carried out.
Interacts with testing requirements to ensure traceability and test coverage.
Requires general-logic knowledge of system capabilities without necessarily the ability to program.
