About The Position

GovCIO is currently hiring for a Business Analyst to support the Readiness and Employment System (RES) contract within the U.S. Department of Veterans Affairs. This position will be a fully remote role.

Requirements

  • Bachelor's Degree with 5 - 8 years (or commensurate experience).
  • 3 to 5+ years of experience as a business analyst.
  • Strong understanding of project management methodologies, tools, and techniques.
  • Experience in creating user stories, use case diagrams, mockups, process flow charts for gathering requirements from customers/external stakeholders.
  • Experience in developing and implementing project management methodologies and processes.
  • Experience with Agile methodologies and with conducting associated ceremonies such as sprint planning, daily stand-ups, sprint reviews, and sprint retrospectives.
  • Excellent communication, interpersonal, and leadership skills.
  • Strong analytical and problem-solving skills.
  • Must be a team player and be able to adjust to a dynamic working environment that supports a government agency.
  • Ability to proactively communicate and coordinate with various internal and external project stakeholders, depending on needs.
  • Ability to manage multiple projects and priorities simultaneously.
  • Ability to work independently, take initiative, and drive results.
  • Ability to obtain and maintain Public Trust clearance

Nice To Haves

  • Experience with Atlassian Confluence and JIRA strongly preferred

Responsibilities

  • Coordinates with business and technology teams, ascertaining system requirements, such as program functions, output requirements, input data acquisition, and system techniques and controls.
  • Provides technical/functional expertise in identifying, evaluating, developing, and supporting systems. They have the business knowledge and perspective of a particular business and the IT needs of that customer.
  • Requires knowledge of computer system capabilities, business processes, and work flows. May also be functional experts in financial, program control or logistical areas.
  • Analyzes business and technical processes to formulate and develop new and modified business information processing systems.
  • Interfaces between systems architects/programmers and users located in a specialized area to ensure that information technology designs meet the needs of the end users within an organization.
  • Documents product/service requirements and develops test procedures to ensure user requests are carried out.
  • Interacts with testing requirements to ensure traceability and test coverage.
  • Requires general-logic knowledge of system capabilities without necessarily the ability to program.
