About The Position

Onset Technologies is seeking an experienced IT Business Analyst to support the WIC MIS system transformation project for the Texas Health and Human Services Commission. This initiative involves reviewing and analyzing the current WIC MIS system, performing gap analyses, and documenting business and system requirements to ensure alignment with federal, state, and program regulations. The Business Analyst will lead structured requirements gathering, gap analysis, documentation, validation, and testing efforts, working closely with WIC stakeholders, technical teams, and leadership. This role ensures accurate and actionable business requirements, regulatory compliance, and successful collaboration across all project teams.

Requirements

  • 10+ years of Business Analysis experience, including requirements elicitation and documentation
  • Knowledge of Project Management Framework
  • Knowledge of large-scale IT operations and information technology industry trends
  • Skill in defining all types of requirements, functional specifications, and other deliverables
  • Skill in interpersonal relationships, ability to negotiate among multiple parties, resolve conflicts, and maintain effective working relationships with various levels of personnel
  • Ability to create clear, complete, and actionable requirements documentation
  • Ability to ensure accuracy in documenting system functionality and regulatory requirements
  • Applicants must be authorized to work in the United States without the need for visa sponsorship by Onset Technologies. Work visa sponsorship will not be provided, now or in the future, for this position.

Responsibilities

  • Develops, manages, and implements the WIC MIS requirements documentation project plan. Coordinates all project activities, including reviewing the current MIS, translating current MIS functionality into usable system requirements, gathering and documenting business needs and system requirements, and performing a gap analysis of existing system documentation against federal, state, and program requirements. Utilizes project management methodologies to develop a plan for the creation and documentation of business requirements for the existing WIC MOSAIC system, ensuring accuracy and effective communication with leadership and relevant stakeholders. (40%)
  • Provides support, direction, and guidance to team members in analyzing current systems and supporting documentation to develop business requirements and conducting a gap analysis of existing system functionality documentation against current documentation and program requirements. (25%)
  • Develops expertise and assists team members in developing expertise in the assigned application, obtains stakeholder sign-off on requirements and priorities. (20%)
  • Collaborates daily with team members to monitor progress, proactively identify issues, and report status. (10%)
  • Performs other duties as assigned. (5%)
