About The Position

The Business Analyst III performs advanced business and systems analysis work supporting large -scale Medicaid application modernization and enhancement initiatives for the Texas Health and Human Services Commission (HHSC). This role reviews, analyzes, and evaluates business systems and user needs to ensure alignment with organizational strategies and Medicaid Enterprise Systems (MES) objectives. The position operates in a SAFe Agile environment and provides oversight of IT -contracted systems, application enhancements, and integrated projects. The Business Analyst III serves as a key liaison between business stakeholders and IT teams, supporting documentation, process improvement, and vendor coordination efforts. This role requires significant independent judgment, analytical expertise, and experience with complex system modernization initiatives.

Requirements

  • 8 years of experience reviewing, analyzing, and evaluating business systems and user needs.
  • 8 years of experience formulating systems that align with overall business strategies.
  • Demonstrated experience in business process reengineering and applying technology to improve business effectiveness.

Nice To Haves

  • 3 years of experience working in an Agile environment, preferably SAFe.
  • 3 years of experience with Texas HHSC processes.
  • 3 years of experience with Texas Medicaid and CHIP systems.
  • Experience serving as a liaison between business units and IT teams.
  • Strong data analysis experience analyzing raw data.
  • Project management experience; PMP experience is a plus.

Responsibilities

  • Review, analyze, and evaluate business systems, processes, and user needs.
  • Translate business requirements into detailed functional and system documentation.
  • Align system solutions with overall business strategies and Medicaid program objectives.
  • Support business process reengineering and identify opportunities for technology -driven improvements.
  • Prepare solution options, risk assessments, and financial analyses including cost/benefit, ROI, and buy/build evaluations.
  • Serve as a liaison between business stakeholders and IT teams, including architecture, project delivery, and application sustainment.
  • Provide project and product oversight for Medicaid IT -contracted systems and integrated initiatives.
  • Support documentation, tracking, and delivery of application enhancements.
  • Assist as an IT stakeholder across multiple Medicaid Enterprise Systems vendors.
  • Create, maintain, and support project documentation, standards, and processes.
