About The Position

The Texas Health and Human Services Commission (HHSC) is seeking an experienced Business Analyst III</b> to support its information technology and business operations. The selected candidate will review, analyze, and evaluate business systems and user needs to develop solutions that support organizational strategies. This role requires deep expertise in business process reengineering, requirements gathering, and data analysis, as well as the ability to identify new applications of technology to solve business problems. The candidate will serve as a liaison between the business community and customer IT teams, including Architecture, Project Delivery, and Application Sustain. Strong communication skills and the ability to manage multiple complex assignments independently are essential to success in this position.

Requirements

  • 8 or more years of experience reviewing, analyzing, and evaluating business systems and user needs.
  • 8 or more years demonstrating thorough understanding of business analysis areas of knowledge and associated activities and tasks.
  • 8 or more years of experience participating in software development reviews and providing advice and assistance to team members in analysis, design, and testing.
  • 8 or more years of experience performing or participating in unit testing, system testing, and user acceptance testing.
  • 8 or more years demonstrating extensive skill in planning and organizing work to meet goals and complete multiple assignments without compromising accuracy.
  • 8 or more years demonstrating thorough knowledge of software development lifecycle (SDLC) methodologies.
  • 8 or more years demonstrating extensive skill in effective verbal and written communication with both IT and business professionals.
  • Candidate must already reside in Texas; candidates planning to relocate from out of state will not be considered.
  • Candidate must be local to the Austin area, within a 50 -mile radius of the primary work location.
  • All travel, per diem, parking, and/or living expenses are at the candidate's and/or vendor's expense.
  • Pre -approved travel, if applicable, must comply with State of Texas travel rules and rates for classified employees, including submission of original receipts.
  • The candidate may be required to work outside normal business hours, including evenings, weekends, and holidays, as requested and pre -approved by HHSC.
  • Work beyond 40 hours per week must be coordinated and pre -approved through HHSC.

Nice To Haves

  • 8 or more years of experience with the implementation of case management systems.
  • 8 or more years of experience using Jira project management software.

Responsibilities

  • Review, analyze, and evaluate business systems and user needs to identify opportunities for improvement and technology solutions.
  • Formulate systems and processes that support overall business strategies and organizational goals.
  • Perform business process reengineering and apply industry -standard process mapping methodologies.
  • Prepare solution options, risk identification, and financial analyses, including cost/benefit, ROI, and buy/build assessments.
  • Write detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs.
  • Serve as a liaison between the business community and customer IT teams, including Architecture, Project Delivery, and Application Sustain.
  • Participate in software development reviews and provide advice and assistance to team members in analysis, design, and testing activities.
  • Perform and support unit testing, system testing, and user acceptance testing.
  • Analyze raw data and support requirements gathering efforts as part of broader project and data analysis responsibilities.
  • Plan and organize work to meet goals and complete multiple assignments accurately and on schedule.
