About The Position

Summary Conducts business process analyses, needs assessments and preliminary cost/benefit analyses in an effort to align operations solutions with business initiatives. Prepares functional, system and program specifications. Provides management support in review of various internal/external reports/data. Provides assistance with testing efforts and may provide security administration to application supported by area when the appropriate written and approved request is received. Description Logistics: This position is full-time (40 hours per week), Monday-Friday and will be remote in South Carolina, Alabama, Georgia, North Carolina, Tennessee, West Virginia, Virgina or Maryland. Government Clearance: This position requires the ability to obtain a security clearance, which requires applicants to be a U.S. Citizen. SCA Benefit Requirements: BlueCross BlueShield of South Carolina and its subsidiary companies have contracts with the federal government subject to the Service Contract Act (SCA). Under the McNamara-O'Hara Service Contract Act (SCA), employees cannot opt out of health benefits. Employees will receive supplemental pay until they are enrolled in health benefits 28 days after the hire date. What You Will Do: Evaluates the activities, performance and systems within a specific area for standards and workflow simplification. Compiles data for analysis and prepares reports and presentations for management using applicable programming languages and/or software products. Reviews system enhancements/upgrades to determine applicability of customer file modification requirements. Facilitates timely and accurate updates to reference files based on customer requests. Coordinates testing and debugging of new or modified software. Creates test matrices and supporting documentation. Develops and executes formal test plans to ensure delivery of quality software applications. Monitors software implementations for exceptions and to verify that changes to the systems' operational process had the desired effect. Identifies and documents systems problems and assists in their resolution. Researches system problems and identifies potential solutions. Investigates and diagnoses system problems, formulates solutions, initiates change sheets, defines business requirements and tests corrections. Researches any questionable standard system or local component problematic situations to assure compliance and accuracy. Under general direction, defines business requirements, tests, and leads small to moderate projects. Assists management in performing business reviews by analyzing internal/external projects and changes. Ensures changes do not have a negative impact on productivity and procedures. Makes recommendations to improve productivity, cost effectiveness and timeliness. Communicates with management and departmental personnel to document workflow procedures. Assists in preparing verbal and written communication about business changes with management or other staff members. Prepares written reports and analyses pertaining to testing results and related data, including recommendations for customers on improving operational workflows.

Requirements

  • Bachelor’s degree OR four (4) years of job-related business experience OR Associate’s degree AND two (2) years of job-related work experience.
  • Two (2) years of job-related business systems analysis, research and/or customer support experience
  • Working knowledge of business support and systems concepts.
  • Ability to communicate effectively with technical and non-technical audiences, including the ability to express basic technical and business concepts to management, peers and the business units.
  • Good teamwork and interpersonal skills.
  • Good analytical and conceptual skills.
  • Fundamental understanding of user acceptance test plans and test matrices, project plans, and scope and design documents.
  • Working knowledge and understanding of how projects and implementations affect an organization and can effectively link it to business processes.
  • Working knowledge of mainframe electronic data processing system change methodology.
  • Knowledge of Microsoft Office applications.

Nice To Haves

  • Bachelor’s degree in computer science, Business Administration or other job-related field
  • Three (3) years of job-related business systems analysis, research and/or customer support experience.
  • Advanced proficiency in Microsoft Excel; expert knowledge of advanced formulas (e.g., VLOOKUP, INDEX/MATCH, array formulas), functions, pivot tables, and data visualization tools.
  • Proven experience in VBA scripting and Excel macro development; ability to write clean, efficient, and well-documented VBA code for automation and custom solutions.
  • Computer programming skills.
  • Proficiency with BCBSSC/subsidiary systems.
  • Knowledge of programming languages and/or concepts, DB2 or related.
  • Proficient in Excel.
  • VBA Programming skills.
  • Analytical Skills: Strong analytical and problem-solving skills to identify areas for process enhancement and translate business needs into effective Excel and VBA solutions.
