About The Position

The IT Business Analyst and Software Quality Assurance (QA) Supervisor is a permanent role within the Department of Health's Office of Innovation and Technology. This position is responsible for leading a team of IT Business Analysts and QA testers to ensure the quality and effectiveness of IT systems that support public health initiatives across Washington State. The role involves supervising staff, engaging in cross-division collaboration, and acting as a liaison between business stakeholders and technical teams to align system development with organizational goals.

Requirements

  • Eleven (11) years of experience in IT disciplines such as business analysis, testing, or systems development, including one (1) or more years as an IT supervisor or team leader, three (3) or more years as a software tester, and three (3) or more years as a business analyst or software analyst.
  • An Associate's degree or higher and nine (9) years of experience in IT disciplines.
  • A Bachelor's degree and seven (7) years of experience in IT disciplines.
  • Experience in software development processes, eliciting user requirements, analyzing and documenting business needs, processes, and workflows.
  • Experience preparing documentation including internal technical documents, system diagrams, use cases, test cases, and user documentation.

Nice To Haves

  • Bachelor's degree in Computer Science or a closely related field.
  • Experience working with Agile or other iterative development methodologies.
  • Two (2) years of experience with SQL Management Studio tools or equivalent.
  • Two (2) years of experience in Software Testing.
  • One (1) year of experience in software training.
  • Professional certification in business analysis.
  • Experience with Lean practices.

Responsibilities

  • Supervise, coach, and mentor a team of IT Business Analysts and QA testers, ensuring work quality and adherence to standards.
  • Engage in cross-division collaboration to deliver integrated IT solutions.
  • Represent IT services on agency committees and initiatives.
  • Act as a liaison between business stakeholders and technical teams.
  • Lead requirements elicitation, planning, and documentation using standard methods.
  • Analyze and define system functionalities to ensure they meet business needs.
  • Oversee the development of test plans, test cases, and testing strategies.
  • Validate software and systems functionality through meticulous testing.
  • Maintain testing standards, ensuring quality assurance processes are followed.
  • Provide expert-level guidance in software development lifecycle (SDLC) processes.
  • Develop and implement methods to resolve complex problems in cloud-based environments.
  • Set performance expectations, conduct evaluations, and support professional development.
  • Assign and prioritize workloads to meet project timelines and quality standards.
