About The Position

In this management role, you will oversee the financial, administrative, and operational functions supporting the Stormwater Department. You’ll play a key role in leading budgeting, procurement, contracts, customer service, and capital asset management while ensuring effective coordination across divisions and with Departments leadership.

Requirements

  • A Bachelor's Degree from an accredited college or university in Public Administration, Business Management, Finance or a highly related field AND four (4) years of performing maintenance/general operations work experience.
  • OR- Associate's degree from an accredited college or university AND six (6) years of job-related experience.
  • OR- Professional-related experience may substitute for the required degree on a year-for-year basis.
  • Two (2) years or more of supervisory experience in the related field.
  • A valid Florida Driver's License at the time of hire.

Nice To Haves

  • Experience with the Governmental Accounting, Auditing and Financial Reporting Standards (GAAFR).
  • Advanced professional certification highly desirable.
  • Experience managing operating and capital budgets.

Responsibilities

  • Lead, manage, and oversee the Stormwater Business Administration Division, encompassing financial management, customer service, procurement, contracts, HR, capital assets, project coordination, assessment districts, and general administration.
  • Participate in Director’s Leadership meetings; advise the Director and Managers on operational issues and decisions.
  • Coordinate issue resolution and collaboration among Stormwater Divisions and with County leadership.
  • Facilitate business and administrative development initiatives, develop and implement an effective divisional structure, and oversee efforts for APWA Accreditation.
  • Provide financial administration and strategic guidance for the Department, including financial planning, annual budgets, rates and fees, debt service, fund management, and special projects.
  • Manage accounts payable/receivable, monitor budgets, and coordinate capital project funding.
  • Participate in strategic and business planning, as well as the development of the operating and capital improvement program (CIP) budgets.
  • Coordinate a consistent practice of procurement and contract management related activities; develop and maintain standardized Business Practices to ensure consistent performance across the Department.
