About The Position

The Bureau Chief Freight Rail Management (Technical Manager VII) position is responsible for overseeing the Illinois CREATE and freight rail programs, ensuring the effective management and continuation of freight rail services in the Chicago region. This role involves maintaining relationships with railroad companies, managing project implementation, and coordinating with various departments to enhance transportation efficiency.

Requirements

• Bachelor's degree in construction management, business administration, management, public administration, or communication.
• Six years of progressively responsible managerial experience in rail planning, design, construction, or related fields, or fourteen years of equivalent experience.
• Three years of supervisory experience.

Nice To Haves

• Experience working with railroad corporations and private companies related to the CREATE program.
• Understanding of rail design criteria and project scoping documents.
• Experience negotiating agreements with railroad corporations.
• Strong oral and written communication skills.
• Ability to adapt to changing priorities and issues.

Responsibilities

• Manage the Illinois CREATE and freight rail programs effectively using state and private funding resources.
• Maintain constructive relationships with railroad companies and public agencies.
• Provide timely input to management regarding freight railroad service issues.
• Coordinate rail programs with appropriate departmental offices.
• Oversee consultants in project implementation, reviewing technical reports and negotiating agreements.
• Evaluate and develop staff to maintain high morale and performance levels.
• Set priorities and timelines in collaboration with the Deputy Director of Railroads.
• Ensure compliance with departmental safety rules and equitable treatment of employees.
