The Building Official, under the general direction of the assigned supervisor, monitors, implements and enforces all regulations and ordinances related to building codes, zoning, subdivision and floodplain, and any other general health or safety matters under the jurisdiction of the City. This position is also responsible for coordinating with appropriate staff while performing technical and administrative functions relating to plan review, permitting and inspection of new and existing structures, specialty inspections, code compliance, and field inspections of construction projects to ensure adherence with approved plans and compliance regulations. This position will be regularly required to interact with the Fire Marshal, Code Enforcement, Public Works and the general public. This position may also serve as a staff liaison between various related boards and commissions, such as ZBA or Historic Board. This position may supervise staff as assigned

  • Prepare new ordinances and revisions to existing ordinances to update construction codes for presentation to the public, stakeholders, Commission and City Council.
  • Participate in pre-development and pre-construction meetings to answer questions and advise design professionals, contractors, developers, and the public relative to interpretation and application of the building codes.
  • Develop administrative and operational policies and procedures to ensure efficient operations of the department.
  • Inspect new and existing residential and commercial structures for compliance with all adopted building codes, floodplain, and city ordinances.
  • Performs certificate of occupancy inspections for new and existing commercial projects along with Fire and Planning Departments
  • Assist Fire Marshal in investigations and emergency inspections.
  • Reviews residential and commercial construction plans and provide comment letters to applicants
  • Documents deficiencies and deviations from approved plans; generate electronic inspection reports utilizing a computer.
  • Maintain computer records and reports concerning inspections, licenses, permits, certificates, etc.
  • Prepare and write departmental reports and correspondence.
  • Provides excellent customer service; answers questions and concerns related to building, electrical, mechanical, plumbing and safety codes and requirements; consults with engineers, architects, contractors and homeowners concerning deficiencies with technical requirements.
  • Assists Code Enforcement with building related complaints and inspections
  • Coordinates and advises other City departments in matters related to building construction and code requirements.
  • Serves on committees as required; serves as liaison for boards and commissions as assigned.
  • Develops and mentors building department staff.
  • Assists in the preparation and administration of the department budget
  • Regular and punctual attendance is required.
  • Performs other duties as assigned.
  • Demonstrates high ethical standards, trustworthiness, and personal integrity.
  • Minimum 5-8 years of full-time experience in an increasingly responsible position with duties related to all phases of building and construction inspections.
  • Texas State Plumbing Inspectors License is required.
  • Inspector certifications obtained through the ICC required.
  • Electrical knowledge and training on the National Electrical Code.
  • Knowledge of and ability to interpret and apply applicable federal, state, and local laws, regulations, policies, and ordinances in the scope of duties.
  • Ability to read codes, ordinances, plans, engineering reports, legal documents, specifications, and various forms.
  • Ability to obtain and maintain additional certifications as needed or assigned.
  • Ability to detect deviations from plans, regulations, and standard construction practices.
  • Ability to establish and maintain cooperative working relationships with employees, officials, construction professionals, other agencies, and the public.
  • Ability to assess and prioritize multiple tasks, projects, and demands
  • Ability to operate a personal computer utilizing a variety of business software including but not limited to work processing, permit database, and electronic file management.
  • Ability to demonstrate effective communication, both verbal and written with "Customer Service First" approach to all tasks and correspondence.
  • Ability to apply critical and analytical thinking to solve complex problems, develop recommendations, and effectively discuss with pertinent individuals and groups.
  • Ability to develop and streamline processes, facilitate projects through those processes, and implement policies and procedures in support of goals.
  • Ability to collect, tabulate, organize, evaluate, analyze, and present data.
  • Ability to demonstrate effective public speaking and presentation skills to the public, as well as appointed and elected bodies.
  • Ability to present oneself in a professional manner in various settings.
  • Ability to self-initiate work and maintain deadlines without constant supervision.
  • International Code Council (ICC) Certified Building Official preferred.
