The position involves performing technical inspections of all construction projects within the City of Kingsport to ensure compliance with appropriate building, plumbing, mechanical, and electrical codes. The inspector assists in the enforcement of city codes, ordinances, and identifies structures that are unfit for human habitation. Responsibilities include inspecting residential, commercial, and industrial projects throughout various construction and remodeling phases for compliance with applicable city, state, and federal codes, regulations, and ordinances. This includes checking the location of structures against approved plans for compliance with city zoning ordinances, inspecting materials and workmanship, coordinating inspections with the Fire Marshal's office, and issuing certificates of occupancy upon project completion.

  • Performs technical inspections of construction projects for code compliance.
  • Assists in the enforcement of city codes and ordinances.
  • Inspects residential, commercial, and industrial projects during construction phases.
  • Checks location of structures against approved plans for zoning compliance.
  • Inspects materials, workmanship, foundations, footings, and framing.
  • Coordinates joint commercial certificate of occupancy inspections with the Fire Marshal's office.
  • Refers interpretative questions of codes to the Chief Building Official.
  • Enters inspection results and schedules inspections in the field.
  • Issues certificates of occupancy when projects are completed.
  • Maintains records and files of project status through community development software.
  • Trains and advises new inspectors.
  • Oversees subordinates in the absence of the Chief Building Official.
  • Reviews and approves residential plans for new construction, remodels, and additions.
  • Performs other duties as assigned.
  • High school graduate or equivalent.
  • Five years of full-time construction work experience with responsibility as a foreman, inspector, superintendent, or related background.
  • Bachelor's Degree in Architecture, Building Construction, Engineering, or a closely related area may substitute for two years of construction work experience.
  • ICC Certification as Residential Building, Plumbing & Mechanical Inspector as required by T.C.A. 68-120-113, T.C.A. 68-120-118.
  • ICC Certification as Property Maintenance & Housing Inspector or Residential Combination Inspector.
