About The Position

To direct, manage and supervise the activities and operations of the Building Safety Division within the Compliance Department to include developing policies, administering the building safety inspection program, plan review activities, licensing, and issuance of permits; to coordinate assigned activities with other City departments and outside agencies; and to provide highly responsible and complex administrative support to the Director of Compliance.

Requirements

  • At least five (5) years of increasingly responsible experience in building code enforcement, construction management, architecture, engineering, or related field, and at least three (3) years in a supervisory/managerial capacity.
  • Certification as a Certified Building Official from the International Code Council, or other approved agency.
  • Operations, services and activities of a comprehensive building permit and inspection program.
  • Management skills to analyze programs, policies, and operational needs.
  • Principles and practices of program development and administration.
  • Principles and practices of municipal budget preparation and administration.
  • Modern and complex techniques and practices of building construction.
  • Principles and practices of basic engineering.
  • Principles of supervision, training, and performance evaluation.
  • Pertinent Federal, State, and local laws, codes and regulations including construction law, building codes, and other technical codes.
  • Considerable ability to operate a computer, mobile device, and other general office equipment.
  • Effectively utilize technology to improve services.
  • Manage, direct, and coordinate the work of lower-level staff.
  • Select, supervise, train, and evaluate staff.
  • Oversee and direct the operations, services and activities of the Building Permit and Inspection Division.
  • Develop and administer, division goals, objectives, and procedures.
  • Prepare and administer large and complex budgets.
  • Prepare clear and concise administrative and financial reports.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Research, analyze, and evaluate new service delivery methods and techniques.
  • Interpret and apply Federal, State, and local policies, laws, and regulations.
  • Read, interpret, and analyze electrical, structural, plumbing, and mechanical building plans.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Maintain mental capacity which allows the capability to make sound decisions and demonstrate intellectual capabilities.
  • Maintain effective audio-visual discrimination and perception needed to make observations, communicate with others, reading, and writing.

Nice To Haves

  • Associate degree in architecture, civil engineering, construction management, public administration, or related field along with certification as a Certified Building Official from the International Code Council, or other approved agency.
  • At least seven (7) years of increasingly responsible experience in building code enforcement, architecture, engineering, or related field, including at least three (3) years in a supervisory/managerial capacity.
  • Certified Building Official from the International Code Council, or other approved agency, or ability to obtain certification within six (6) months of hiring.

Responsibilities

  • Assume management responsibility for all services and activities of the Building Permit and Inspection Division including developing policies, administering the building safety inspection program, plan review activities, licensing, and issuance of permits.
  • Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.
  • Monitor and evaluate the efficiency and effectiveness of Building staff service levels, methods, and procedures; recommend appropriate service and staffing levels to maintain optimal customer service levels.
  • Plan, direct, coordinate, and review the work for the Building Permit and Inspection Division; assign work activities; projects and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
  • Select, train, motivate and evaluate Division personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Oversee and participate in the development and administration of the Building Permit and Inspection Division annual budget; direct the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.
  • Serve as liaison for the Building Permit and Inspection Division with other City departments, divisions, outside agencies, contractors, architects, engineers, and the public; negotiate and resolve sensitive and controversial issues.
  • Conduct a variety of organizational studies, investigations, and operational studies; recommend modification to building permit and inspection programs, policies, and procedures as appropriate.
  • Interpret and enforce adopted City building codes; coordinate with city staff and the public to review and adopt new codes for successful implementation.
  • Provide staff support to assigned boards and commissions including the Contractor Licensing Boards.
  • Attend and participate in professional group meetings as a representative of the City of Cheyenne; stay current on new trends and innovations in the field of building permit and inspection activities.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Perform other duties and responsibilities as required.
