About The Position

Aretum is seeking a skilled and motivated Building Automation Systems (BAS) SME. As a BAS SME you will work out of FAC/PS to support on-going worldwide BAS technical requirements. Due to the nature of our work as a federal consulting organization, employees may be expected to handle Controlled Unclassified Information (CUI) and must adhere to applicable safeguarding and compliance requirements.

Requirements

  • Active Secret Clearance or higher
  • High School Diploma or GED
  • 10 years of experience in BAS troubleshooting to include international experience
  • Management experience
  • Willing and available to take part in international travel and travelling up to 50%
  • Demonstrated expertise in the operation and maintenance of BAS systems, including issues of compliance with local (foreign) codes, predictive and preventive maintenance, and design for maximum maintainability and reliability
  • Ability to communicate effectively with individuals at all levels, both orally and in writing, to prepare detailed and highly complex technical specifications and reports
  • Experience in the full range of principles, concepts, methods, and practices in project management required to oversee the planning and execution of BAS projects
  • Knowledge of, and skill applying, engineering technology principles and practices related to the repair and maintenance of a wide range BAS equipment on a global scale
  • Knowledge of all aspects of the U.S. Government acquisition process, familiarity with contract management practices and the management of funds associated with contracted work
  • Applicants must be U.S. citizens and currently authorized to work in the United States on a full-time basis. This position supports a federal government contract and therefore requires an active Secret clearance.

Responsibilities

  • Identify projects through planning, coordinating, leading and/or participating in surveys inspecting government-owned and leased overseas properties, post requests for assistance, or through legislation or standards requiring modification to or replacement of BAS systems
  • Develop and recommend schedules of post visits, inspections and evaluations
  • Schedule surveys, inspections and emergency maintenance and repair work based on available resources (including manpower and funding), the urgency and priority of post requests, and the posts' own schedules
  • Confer with high-level post personnel to explain the purpose of visits, solicit cooperation, and coordinate project activities
  • Assess post requirements by analyzing survey and inspection data with post personnel
  • Discuss objectives and potential program restrictions with post management
  • Formulate recommendations, justifying and defending them to higher level FAC and other OBO personnel as required
  • Direct and coordinate the identification and evaluation of systems problems within BAS systems within assigned posts, coordinating with engineers and architects as required on specialized technical issues
  • Establish project priority based on the urgency of the problem, clearance requirements, etc.
  • Schedule on-site inspections and develop survey reports and project plans for upgrade, modernization or replacement of systems or equipment
  • Participate in the development of budgets and short and long-range prioritized plans, understanding and anticipating current and future customer needs and goals
  • Establish project priorities, milestones and deadlines
  • Validate effectiveness and impact of projects on other FAC, OBO, CFSM and DOS programs, projects and current post systems, and ensure that developments in BAS technology are integrated into long-range plans
  • Evaluate post BAS projects for consistency and compliance with applicable U. S. and foreign/international codes, specifications and requirements
  • Provide posts and higher level FAC personnel with expert advice on system operation and maintenance
  • As required, coordinate redesign of systems with engineering/architectural personnel, and conduct or direct the conduct of those aspects of the redesign not requiring technical engineering or architectural education or experience, to accommodate or respond to changes in regulations, policies, legislation or technological advances
  • Assist the USG Program Manager and Contracting Officer's Representative (COR) for the Elevator and Mechanical Systems Program
  • Oversee requests for contract actions
  • Develop detailed scopes of work and government cost estimates
  • Review proposals
  • Offer input into contractor selection and recommending whether to hire local foreign or U. S. contractors, including assessing the capabilities of local vendors and contractors, and ensuring that posts have access to fully qualified technical expertise appropriate to the systems involved
  • Direct or conduct preliminary site inspection or condition assessments to obtain baseline data
  • Conduct in-progress and final quality assurance inspections of work performed and review final contract deliverables to ascertain the efficient and effective cost management of facilities and satisfaction of contract requirements
