About The Position
We are seeking an experienced Appian Budget Subject Matter Expert (SME) with deep Department of War (DoW) PPBE and Financial Management expertise to support the design, implementation, and optimization of defense budgeting solutions. This role will advise on budget formulation, programming, justification, and execution processes while translating complex DoW financial requirements into scalable Appian-based solutions. The ideal candidate will bring strong functional knowledge of defense appropriations and execution tracking, combined with experience supporting system implementations and collaborating across product, engineering, and delivery teams. This individual will also play a key role in shaping solution strategy, supporting business development efforts, and driving innovation in financial management capabilities for federal clients.
Requirements
- Must be a U.S. Citizen with an active Secret Clearance
- Master’s degree or greater in business or financial systems-related field
- 5+ years DOW Financial Management and Planning, Programming, Budgeting, Execution (PPBE) experience
- 5+ years DOW Financial Management systems experience
- Remote with preference given to candidates in the DMV
Responsibilities
- Serve as a Department of War (DoW) PPBE subject matter expert, advising on budget formulation, programming, justification, and execution processes across defense programs.
- Support implementation of Groundswell financial management (FM) and PPBE solutions, translating DoW requirements into functional capabilities.
- Provide functional expertise on defense budget structures, appropriations, and execution tracking, ensuring solutions align with DoW FM policies and reporting requirements.
- Assist business development and capture efforts by contributing FM expertise to solution design, proposal development, and client engagements within the DoW market.
- Collaborate with internal product, engineering, and delivery teams to shape and enhance FM and Program capabilities supporting defense budgeting and resource management needs.
- Contribute to Groundswell’s internal strategy and solution development, helping build reusable frameworks, solutions, and thought leadership supporting DoW FM and Program modernization.
