About The Position

The Maryland Department of Labor is currently accepting applications from qualified candidates for an Agency Budget Specialist II position within the Office of Administration. GRADE 16 LOCATION OF POSITION 100 South Charles Street, Baltimore, Maryland 21201 Main Purpose of Job This position performs budget instructions to assigned units to provide baseline information and guidelines for unit budget submissions. Prepare draft budgets for efficient preparation, presentation, and execution of agency budgets and fiscal functions. Assist the Chief of Budget in maintaining, evaluating, and reconciling fiscal policies and within the agency.

Requirements

  • Seven years of experience in budget preparation, presentation and execution.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience in budget preparation, presentation and execution for the required experience.
  • Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.

Responsibilities

  • Prepares and distributes instructions to assigned units to provide baseline information and guidelines for unit budget submissions.
  • Reviews Paid Leave program budget submissions to determine adherence to established budgetary guidelines and procedures.
  • Prepares testimony and provides background information to respond to inquiries from agency executive management.
  • Monitors and approves expenditures by analyzing budgetary priorities and constraints.
  • Prepares object transfers, budget amendments and supplemental requests to reconcile appropriations with actual and estimated expenditures.
  • Prepares budgetary data that is included in monthly and quarterly statements of fund expenditures.
  • Analyzes past and present budgetary data to identify trends and to project budgetary needs.
