This position administers all the financial activities of the agency. Provides vision, leadership, and strategic direction by planning, directing and coordinating the financial functions supporting the department's service programs. Directs the development of the agency's Legislative Appropriations Request (LAR) and Operating Budget and manages the agency's finances. Develops financial strategies and proposals to secure funding for agency program and services. Presents the LAR and testifies before Texas House and Senate committees on agency financial matters. Develops and implements the agency's financial strategic plan ensuring financial goals and objectives are consistent with the department's strategic plan; development and implementation of financial policy development; performance monitoring; executive level reporting; and direct supervision of financial staff.. Presents financial updates to the agency Governing Board. Meets with elected officials and other agency representatives on financial matters. Analyzes legislation, determines fiscal impact, and develops and documents fiscal notes. Establishes short-term and long-term financial planning. Advises the TCCO Executive Director and Governing Board on financial matters.
