About The Position

Performs complex skilled administrative and budget work, serves as the primary contact for County departments and agencies with respect to the annual County budget, conducts budget meetings with various departments, works with Budget Team in creating and monitoring County budget, and related work as apparent or assigned. Work is performed under the limited supervision of the Director, Finance. Supervision is exercised over the Budget Analyst.

Requirements

  • Comprehensive knowledge of related industry, organization, and department policies, practices, and procedures
  • Comprehensive knowledge of related industry, organization, and departmental legal guides, recommendations, best practices, ordinances, and laws
  • Comprehensive knowledge of state laws and regulations regarding budgeting practices and processes
  • General knowledge of generally accepted governmental accounting practices
  • Thorough ability to proficiently use Excel and other Microsoft tools
  • Thorough ability to proficiently use data analytic tools
  • General ability to review, evaluate and recommend budgeting software and monitor its ongoing effectiveness once in use by the County
  • Thorough ability to plan, assign, supervise, and evaluate the work subordinate personnel
  • Comprehensive ability to use standard office equipment and software
  • Comprehensive ability to use standard accounting and budgeting software
  • Ability to make arithmetic computations using whole numbers, fractions, and decimals
  • Ability to compute rates, ratios, and percentages
  • Ability to understand and apply governmental accounting practices in maintenance of financial records
  • Ability to establish and maintain effective working relationships with elected officials, vendors, auditors and consultants, external agencies, associates and the general public.
  • Bachelor's degree in accounting, finance, business administration, or a closely related field and a minimum of five years experience in budgeting, finance, or accounting.
  • Favorable background history as determined by review of local, State and Federal records.
  • Valid driver’s license in the State of Georgia with a favorable driving history (MVR).

  • Governmental experience is preferred but not required.
  • Certified Public Accountant - Preferred

Responsibilities

  • Serves as the primary budget contact for department and agency directors, including coordinating budget preparation with each department and agency.
  • Works with Director and Budget Team to prepare and publish annual budget technical instructions which include timetable as provided by law, development of required forms, and explanations of the budgetary process.
  • Prepares publications and notices for Board of Commissioner hearings.
  • Prepares budget documents for publishing on the County website and for Board of Commissioners adoption.
  • Ensures budgetary compliance with all relevant federal, state, and local laws, rules, and regulations.
  • Prepares County draft and final budgets, estimates revenues for, compiles and reviews budget appropriation requests for statutory compliance, and calculates fund balance requirements for appropriations to other funds where necessary.
  • Coordinates with Community & Human Resources to ensure payroll and benefit costs align with approved positions and budgeted funding and cost centers.
  • Develops multi-year financial forecasts and performs trend and variance analysis.
  • Monitors and verifies actual revenues and expenditures compared to budgets on a monthly, quarterly, and annual basis. Analyzes variances of revenues and expenditures by department and fund. Makes recommendations for corrections if any amounts are miscoded or incorrectly keyed.
  • Ensures all budgetary reports are completed accurately and timely such as monthly or quarterly financial statements for the Development Authority, Airport Authority, and other specific funds.
  • Prepares annual final budget amendments for approval by the Board of Commissioners and for the Annual Comprehensive Financial Report.
  • Assists with analysis of year-end annual financial statements to ensure adherence to state budgetary laws, rules, and regulations and conformity to accepted accounting principles.
  • Assigns work, sets priorities, evaluates work, and supports development of staff assigned to the budget process.
  • Presents training classes to County employees and others related to the budget.
  • Prepares electronic budget book for submission to GFOA for the Excellence in Budgeting Awards program.
  • Performs special projects and financial analyses as assigned.
  • Performs other duties as assigned.
