About The Position

The Department is seeking an experienced financial professional to serve as Agency Budget Manager I, leading the team responsible for the Department’s budget planning, financial analysis, and fiscal oversight. This position plays a key leadership role in managing the agency’s overall budget, providing strategic fiscal guidance to senior leadership, and ensuring responsible stewardship of public resources. The Agency Budget Manager supervises a team of professional analysts and works closely with program leaders, state budget officials, and financial partners to support informed decision-making and effective financial management across the organization.

Requirements

  • Bachelor’s degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution and three (3) years of progressive experience, of which at least one (1) year is supervisory; or equivalent combination of education and experience.

Responsibilities

  • Supervising and developing a team of budget analysts responsible for agency budget planning and analysis.
  • Recruiting, training, mentoring, and evaluating staff to maintain a high-performing and knowledgeable budget team.
  • Promoting collaboration, cross-training, and consistent analytical practices within the team.
  • Managing development of the agency’s continuation and expansion budgets in accordance with Office of State Budget and Management requirements and timelines.
  • Reviewing legislation and budget provisions to ensure appropriate implementation of fiscal requirements affecting the agency.
  • Monitoring agency expenditures and financial trends to ensure compliance with statutory requirements and fiscal controls.
  • Monitoring position-related budget controls and agency-wide salary reserve.
  • Providing timely financial guidance to program offices.
  • Coordinating year-end closeout activities and preparation of agency carryforward requests.
  • Ensuring the agency has effective systems and analytical tools to support budget monitoring and financial reporting.
  • Developing and maintaining internal policies and procedures related to agency budget management.
  • Promoting transparency and accessibility of financial data for agency leadership and program managers.
  • Identifying opportunities to improve budget processes, reporting capabilities, and fiscal accountability.
