About The Position

The Budget Director for the Department of Law in Colorado is responsible for providing strategic oversight and management of the department's $146 million budget. This role involves collaborating with the Chief Financial Officer to establish financial policies, manage budget expenditures, and ensure compliance with legislative intent. The position is suited for an experienced public sector budget professional who can think strategically and manage complex budgetary processes effectively.

Requirements

  • Eight years of professional experience in budget analysis, development, and implementation, including public sector experience.
  • A bachelor's degree in business, economics, finance, or a related field and four years of relevant experience.
  • A combination of education and experience equaling eight years, including four years of relevant experience.
  • Current CPA licensure in Colorado and two years of relevant experience.

Nice To Haves

  • Knowledge of Colorado state fiscal processes and the CORE system.
  • Experience with the Colorado legislative process and fiscal notes.
  • Ability to write financial reports and present financial data effectively.
  • Experience managing budgets with multiple funding streams.
  • Public servant mindset.

Responsibilities

  • Provide leadership and management of the Department's budget.
  • Establish and execute financial policies and strategies for the annual budget.
  • Manage budget expenditures and interpret business needs set out by the Strategic Plan.
  • Oversee the Department's budget request and correspondence with Joint Budget Committee staff.
  • Develop Statewide Common Policy figures for Legal Services to State Agencies.
  • Monitor and adjust resource allocations to address evolving Department needs.
  • Forecast budget availability to advise on resource implementation.
  • Ensure compliance with appropriation headnotes, footnotes, and expenditure limits.
  • Collaborate with program staff to set and adjust fees for cash-funded programs.
  • Coordinate and facilitate the analysis and preparation of fiscal notes for legislation.
