About The Position

The Budget Director / Auditor is responsible for overseeing the planning, budgeting, auditing, reporting, accounting, and fiscal management procedures across all city departments, commissions, and boards. This role involves collaborating with the Finance Director to establish the city budget, providing policy advice, and ensuring compliance with financial regulations. The position also includes developing long-term capital improvement plans and managing cash flow analysis for the city's enterprise funds.

Requirements

  • Bachelor's degree in Accounting, Finance, Business Administration, or related field.
  • Minimum of five years in a senior level or executive leadership role.
  • Well-developed business acumen and experience implementing organization-wide change.
  • Extensive experience with talent and leadership management.
  • Clear understanding of municipal regulatory systems and requirements.
  • Effective team building skills and basic knowledge of City government structure.
  • Proficient in Microsoft Office Suite programs.

Responsibilities

  • Work with the Finance Director to establish the city budget and direct activities toward fulfilling established goals.
  • Develop cost of maintenance and depreciation projections for city-owned properties.
  • Provide policy advice to the Finance Director and draft ordinances as needed.
  • Create and maintain capital improvement plans for various timeframes.
  • Develop labor and benefit cost projections, including pension liabilities.
  • Establish procedures to ensure expenditures are authorized by the annual budget.
  • Develop written policies and procedures for efficient financial management.
  • Assist with cash management and investment of city funds.
  • Perform analysis and reports of the city's accounts and activities.
  • Assist in long-range financial planning and develop necessary policies and procedures.
  • Monitor change orders to City contracts to detect waste, fraud, and abuse.

  • Competitive salary range of $111,000 - $177,570.
