About The Position

The Department of General Services (DGS) is seeking a qualified Budget Director to manage the agency budget process. This position is responsible for the development, implementation, and day-to-day administration of the agency's operating and capital budgets. The incumbent provides ongoing monitoring and analysis, periodic budget performance reporting for the agency's management team, and conducts special studies and analyses related to management of the budget and long-range financial planning. Provides analytical assistance and problem-solving support to the agency. This position provides leadership for various state budget requirements, including development of state funding requests, preparation of Internal Service Fund reports, preparation of the six-year revenue forecast for agency non-general funds, participation in the legislative process, and preparation of other analyses and reports as required by various state entities. This position provides assistance to the capital outlay office in financial planning, monitoring of capital project expenditures, bond reimbursements, and submission of applications for state bond financing and public disclosures and related reporting.

Requirements

  • Considerable experience with program budget planning, development, evaluation, and execution.
  • Significant experience with governmental budgeting including general and non-general funds.
  • Significant experience with capital budgets and monitoring.
  • Considerable experience managing and directing staff.
  • Significant experience developing financial policies and procedures.
  • Considerable experience and skill in the use of personal computers, business software, and financial management systems.

Nice To Haves

  • Knowledge of Commonwealth of Virginia budget policies, procedures and financial management and related state laws.
  • Experience with Oracle Cloud or PeopleSoft ERP financial software.
