The City of Steamboat Springs is hiring a Budget and Tax Manager to join their team!

Requirements

  • Bachelor’s degree in business related field.
  • Completion of (2) college level accounting courses, through intermediate accounting, and
  • Five (5) years accounting or bookkeeping experience, or
  • Any equivalent combination of education and experience.
  • Proficiency in computer applications (Workday, Caselle, Microsoft Office Suite Word, Excel, Publisher, Outlook}, and Adobe Acrobat Pro)
  • Working knowledge of computers and electronic data processing; working knowledge of modern office practices and procedures; working knowledge of accounting and bookkeeping procedures.
  • Skill in operating listed tools and equipment.
  • Ability to perform arithmetic computations accurately and quickly; ability to communicate effectively verbally and in writing; ability to establish successful working relationships; ability to work under pressure and/or frequent interruptions.
  • Ability to focus and attention to detail.

Responsibilities

  • Oversees the Sales & Use Tax Division, ensuring compliance, collection, auditing, and reporting in accordance with the Municipal Code.
  • Works closely with the Deputy Finance Director, Finance Director, City Manager, and leadership team on annual budget development, fiscal policy, and city-wide initiatives, occasionally serving as project manager.
  • Serves as an ambassador of the City of Steamboat Springs and upholds City values of Service, Teamwork, Integrity, Well-being, Respect and Compassion, while espousing safety at all times.
  • Supervise professional audit staff and tax technician in the collection of sales and use tax in accordance with the City of Steamboat Springs Sales & Use Tax code and regulations.
  • Manage work prioritization, assignments, quality control of tax audit and construction use tax audits.
  • Oversees the staff that perform professional, sales and use tax auditing work on businesses of varying sizes, including large and complex audits.
  • Encourages staff to look for continuous improvement opportunities and implement operational change management to ensure the most efficient use of resources and personnel, including but not limited to the implementation of new software systems, electronic forms, and the elimination of outdated processes and procedures.
  • Continuously coaches and evaluates audit staff, works to develop their knowledge and skills, trains on audit standards, policies, and procedures.
  • Interpret legal provisions and respond to questions from audit staff, taxpayers, constituents, etc.
  • Work with the legal department on any updates to the tax code and related ordinances and resolutions as required.
  • Actively participate in the Colorado Municipal League tax simplification committee efforts that benefit the business community and the league’s membership of home rule municipalities.
  • Participates in hearings, as necessary, in disputes concerning auditing techniques and procedures and application of sales and use tax code.
  • Provide professional advice and excellent customer service to internal and external customers.
  • Create and retain effective working relationships throughout the organization and community while upholding the tax code.
  • Supports the Deputy Finance Director and Finance Director in developing and administering the City’s annual budget for governmental and enterprise funds.
  • Coordinates budget meetings and organize staff training and presentations.
  • Manages data entry and reporting within OpenGov.
  • Prepare the annual budget presentation for City staff and City Council.
  • Develops budget materials and ordinances.
  • Produces regular financial comparison and analytical reports.
  • Creates new software‑based reports to enhance financial analysis.
  • Designs and expedites training to help departments improve financial reporting and analysis.
  • Ensure staff attend required training and provide feedback during the annual review and goal setting conversation.
  • Promote teamwork and resolve conflicts that may be encountered during daily operations and supports staff to determine appropriate solutions.
  • Support the vision and mission of the city and city council.
  • Supervise the division’s general accounting duties.
  • Prepare general accounting entries throughout the fiscal year as needed.
  • Prepare assigned year end accruals, reconciliations, and required documents for the annual external audit.
  • Record and maintain all essential documents in adherence to City’s current records retention policies.
  • Assist Finance Department staff on special projects as requested by the Director.
