Requirements

  • Bachelor’s Degree in Accounting, Financial or Budget from a four- year college or university, or 3 or more years related municipal Budget or Finance experience and/or training, or equivalent combination of education and experience.
  • Valid Florida Driver’s License required.
  • All candidates and employees must successfully pass background screening.
  • Proof of Florida residency.
  • Intermediate to advanced knowledge of general budgetary and accounting principles.
  • Knowledge of Florida's Public Records Laws, Open Meetings Laws and Code of Ethics for Public Officers and Employees.
  • Knowledge of budget preparation, administrative policies and government reporting requirements (Government Finance Officers Association) and State Statutes pertaining to special districts, financial/budgetary requirements and Truth in Millage (TRIM).
  • Proven intermediate or better ability in personal computer skills including electronic mail, recordkeeping, database activity, word processing, excel spreadsheets, graphics, computerized financial systems, etc.
  • Strong work ethic and commitment to providing optimal customer service.
  • Well organized and able to successfully multi-task, and work under pressure in a fast-paced environment to meet multiple demanding deadlines with attention to detail.
  • Ability to prepare complete and accurate budget/financial reports. Ability to research, assemble, analyze and organize data and to prepare reports from such data.
  • Proven ability to create complex analysis using software applications with considerable exposure to spreadsheet and database applications.
  • Ability to communicate effectively, both orally and in writing; to establish and maintain effective working relationships with supervisors, subordinates, other employees, public officials and the public.
  • Ability to remain calm in stressful situations.
  • Strong ability to plan, organize and carry out work assignments sometimes under time constraints and multiple and legal deadlines.
  • Ability to research and compile data and to prepare reports from such records.
  • Ability to use independent judgment to solve problems.
  • Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or government regulations.
  • Ability to calculate figures and amounts such as percentages, interest, variances, forecasting methodologies.
  • Ability to maintain confidentiality.
  • Ability to write professional reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions about same from groups of managers, clients, customers, and the public.

Responsibilities

  • Prepares, analyzes, coordinates, and implements all Districts’ budgets (VCCDD, SLCDD, numbered Districts, etc.) in excess of over $600 million total budgets.
  • Collaborates with Department Directors and designated staff to ensure their compliance with budget preparation policies and procedures.
  • Participates in District and Board conferences, workshops and hearings regarding budgetary operations as required.
  • Provides support to, and works closely with, the District Leadership Team and OMB Director/Manager to develop annual budgetary cost allocations.
  • Provides support to OMB Director/Manager as directed in preparation and amendment of budget policies, procedures, guidelines, and budget instructions and recommends revisions as necessary.
  • Educates and conducts training pertaining to budget preparation, computer input, monitoring and compliance procedures for District Directors and other District staff.
  • Monitors on a regular, ongoing basis all of the Districts’ revenues/expenditures for budget compliance, identifies variances/discrepancies and works with every department to ensure compliance as necessary. Reviews fund transfers, verifies funds availability, makes recommendations to OMB Director/Manager and posts fund transfers. Based on analysis, develops resolutions to present to the District Boards for approval.
  • Performs research and provides budgetary/financial information for the District Board Supervisors, District Leadership Team, Departments, and the public as requested by the OMB Director/Manager, District Leadership Team or identified through self-review.
  • Conducts financial/budgetary analysis for budget research activities and management of special projects on a regular basis. Identifies problem areas and recommends corrective solutions. Queries computer files and prepares numerous spreadsheets and reports.
  • Prepares various formats for communicating the budget contents to the District Board Supervisors, District Leadership Team, departments and the public.
  • Coordinates and assists with the development, analysis and implementation of the District’s Capital Improvement Plans. Performs tracking of individual projects and monitoring expenditures and reporting for the Capital Improvement Program.
  • Coordinates and assists with the development, monitoring and revision of a project management system with the appropriate departments.
  • Performs other duties as assigned.
