About The Position

This position is located in the Administrative Services Division - Finance - Grant Management Section in Oklahoma City. The primary responsibilities of this position include financial grant management, encompassing grant applications, grant budget development, budget revisions, billing, and reporting. The role also involves providing funding for all agency purchase orders, requisitions, travel claims, and p/card purchases. Additionally, the position requires the preparation of financial data to be used in the development of the Budget Work Program, analysis of various financial data, preparation of various financial reports, and working with other members of the Finance Division. All applicants must be able to pass a background check and must be able to legally work within the United States. DEQ does not allow sponsorship for those on a H1B visa. This position requires in-office work Monday - Friday.

Requirements

  • Level I: bachelor’s degree in business or public administration, economics, accounting, or finance; or an equivalent combination of education and experience in one of the above areas.
  • Level II: bachelor’s degree in business or public administration, economics, accounting, or finance plus one year of experience in professional budget administration or fiscal analysis; or an equivalent combination of education and experience in one of the above areas.
  • Knowledge of the principles and practices of organization and management.
  • Knowledge of public administration.
  • Knowledge of methods and techniques for conducting research and analysis.
  • Knowledge of various sources of revenue available to governmental agencies.
  • Knowledge of typical expenditures required to provide governmental services.
  • Knowledge of the principles and practices of governmental accounting and budgeting.
  • Knowledge of program evaluation techniques.
  • Knowledge of services which can be provided by other sources, including the private sector.
  • Knowledge of the legislative process.
  • Knowledge of the principles and practices of effective communication.
  • Ability to review and analyze financial data.
  • Ability to establish realistic budget goals.
  • Ability to organize and present facts and opinions accurately.
  • Ability to analyze and understand agency goals and objectives.
  • Ability to establish and maintain effective working relationships with others.
  • For a Budget Analyst II, demonstrated abilities to review and analyze a full range of financial information concerning revenues and expenditures and develop appropriate budget recommendations.
  • Capable of effectively and diplomatically communicating both verbally and in writing with DEQ personnel, other agency personnel, and the public.
  • Capable of proficiently using DEQ standard software (MS Office including Word, Outlook, Excel, Access, etc.), PeopleSoft, the Internet, and other software as necessary or be willing to train in areas where they are not proficient.
  • Willingness to participate in training in those areas deemed important for performing the job, in order to continually enhance work skills as upgrades to various software applications are required to complete the assigned duties.

Responsibilities

  • Responsible for processing corrections as needed
  • Responsible for processing transactions
  • Respond to EPA and/or divisional inquiries
  • Prepare special reports as requested by the Comptrollers, Division Director and Assistant Division Director.
