About The Position

The Budget Analyst for the Chief Information Security Officer (CISO) Office plays a critical role in ensuring the financial health and strategic alignment of the agency's cybersecurity initiatives. This position involves managing a complex portfolio of security-related expenditures, tracking multi-million-dollar contracts, and providing the financial data necessary for executive decision-making. The successful candidate will bridge the gap between technical cybersecurity requirements and fiscal responsibility, ensuring that Texas HHS remains defended against evolving threats while staying within budgetary constraints.

Requirements

  • Education: Bachelor’s degree from an accredited college or university in Finance, Accounting, Business Administration, or a related field.
  • Experience: Minimum of 3–5 years of experience in budget preparation, financial analysis, or state agency accounting.
  • Data Visualization: Experience with Excel (pivot tables, VLOOKUPs) and data tools like Tableau or Power BI to create executive-level dashboards.
  • Knowledge of local, state, and federal laws and regulations relevant to program area.
  • Knowledge of the principles and practices of public administration and management.
  • Knowledge of budget management and accounting policies, practices, and operations.
  • Knowledge of the Texas Legislative Budget Board (LBB) reporting processes.
  • Knowledge of agency organizational structure.
  • Knowledge of agency programs.
  • Knowledge of the Centralized Accounting & Payroll Personnel System (CAPPS) and Uniform Statewide Accounting System (USAS)

Nice To Haves

  • Experience specifically within an Information Technology or Cybersecurity department.
  • Experience with the Centralized Accounting and Payroll/Personnel System (CAPPS) or similar large-scale ERP systems is highly preferred.

Responsibilities

  • Financial Planning & Analysis: Develop, implement, and monitor the annual operating budget for the CISO Office. This includes analyzing historical spending and forecasting future needs for security software, hardware, and personnel.
  • Contract & Vendor Oversight: Manage the fiscal lifecycle of cybersecurity contracts. You will track "burn rates" for managed security services (MSSP), software-as-a-service (SaaS) subscriptions, and specialized security consulting engagements.
  • Legislative & Grant Reporting: Assist in the preparation of Legislative Appropriations Request (LAR) schedules and exceptional item requests specifically for cybersecurity enhancements. Monitor and report on any federal or state grant funding allocated for security projects.
  • Cost-Benefit Analysis: Perform financial evaluations of proposed security tools and architectures (e.g., Zero Trust migrations or SIEM upgrades) to determine Return on Investment (ROI) and Total Cost of Ownership (TCO).
  • Compliance & Audit Support: Ensure all financial activities within the CISO office comply with State of Texas Uniform Grant Management Standards (UGMS) and HHSC internal policies. Assist in audits related to security spending and resource allocation.
