About The Position

The primary duties of this position are to assist the Chief Financial Officer, Division Directors and Program Managers on state budgetary matters, including the preparation of the Division budgets, strategic project budgets, monitoring and auditing of expenditures and the development of a model to forecast revenues and project year-end fund balances. This position also assists with staffing and implementation of special projects resulting from legislative mandates, research initiatives, training programs and division operations. This position may be eligible for a hybrid-telework schedule once the employee has completed three (3) months of employment and has sufficiently proved their ability to perform assigned tasks. Public Service Loan Forgiveness (PSLF) Program qualified employer.

Requirements

  • This position requires a bachelor’s degree in finance, accounting or a related field; years of experience may substitute for a degree.
  • This position also requires minimum of five years in a professional accounting or budget and finance position, demonstrated knowledge of financial audits and contract management, and analyzing data and producing management reports in a timely manner.
  • Proficiency in Microsoft Office products.
  • The ability to work independently with minimal supervision, and excellent verbal and written communication skills.

Responsibilities

  • Prepares complex financial and administrative reports as required for appropriations and funds managed by each Division.
  • Develops the division budget policies and procedures and provides staff development seminars to divisions and local courts.
  • Reviews and reconciles monthly financial reports received from counties on disbursed funds.
  • Promotes accountability by monitoring and auditing expenditures, policies and procedures.
  • Analyzes and interprets the fiscal impact of legislation as it relates to the courts’ appropriations and grant funds.
  • Responds to fiscal inquiries from the Legislature, AOC Executive Office, the Administrative Services Division Director and CFO.
  • Works with program specialists and managers to develop performance measures/standards for funding requests specifically targeting the cost-effectiveness of the court programs and financial operations.
  • Research methods to improve the efficiency and cost-benefits of the court programs and financial operations.
  • Creates monthly, quarterly, semi-annual, and annual financial and program reports and prepares management reports based upon analysis of data submitted.
  • Prepares, in consultation with the Program Managers, all funding agreement addendums, budget modifications, and monthly, mid-year and closing reports.
  • Provides technical assistance to program managers for grant and budgeting-related program development and improvement.
