About The Position

The Budget Analyst IV will support the All-Domain Anomaly Resolution Office (AARO) under the Office of the Under Secretary of War for Intelligence and Security (OUSW(I&S)). This key personnel position serves as the senior budget and financial management specialist providing comprehensive Planning, Programming, Budgeting, and Execution (PPBE) support for AARO's research, development, test, and evaluation activities. The position requires expertise in Department of War (DOW) budget processes, Congressional appropriations, and financial management to ensure effective resource allocation and fiscal oversight of AARO operations and investments. Location: Arlington, VA (on-site) Clearance: Top Secret with SCI

Requirements

  • Must be a United States Citizen
  • Active Top Secret security clearance with SCI eligibility
  • Bachelor's Degree from an accredited college or university
  • Minimum of 15 years of budget management experience
  • Minimum of 5 years of experience with the PPBE phases of the DOW budget
  • Minimum of 5 years of experience with budget formulation, enactment, and execution
  • Minimum of 5 years of experience with monitoring organizational spending, managing required reports, and informing senior leaders on the status and availability of funds
  • Minimum of 5 years of experience with the Congressional budget process, Budget Justification documentation development, and Operation & Maintenance and Research, Development, Test & Evaluation appropriations
  • Demonstrated analytical and problem-solving abilities
  • Strong written and oral communication skills
  • Experience with DOW financial management systems and processes
  • Proficiency in Microsoft Office Suite, particularly Excel for financial analysis

Nice To Haves

  • Experience with Intelligence Community budget processes and requirements
  • Knowledge of Special Access Program (SAP) and Sensitive Compartmented Information (SCI) budget procedures
  • Familiarity with AARO mission and Unidentified Aerial Phenomena (UAP) research activities
  • Experience with OSW and Pentagon-level budget operations
  • Professional certification in financial management or budget analysis (e.g., CPA, CFA, CDFM)
  • Advanced degree in Finance, Accounting, Economics, or related field
  • Experience with acquisition and procurement budget support
  • Knowledge of DOW and Intelligence Community organizational structure

Responsibilities

  • Lead AARO preparation and participation in PPBE related processes and working groups to inform AARO Director decisions and recommendations.
  • Support all budget and cost analysis activities for AARO including preparation, coordination, and submission of related documents, products, and presentations for AARO Director review and decision daily.
  • Monitor AARO resources and expenditures and coordinate the transfer of funds to other DoD Components in support of mission objectives as approved by the AARO Director.
  • Develop and coordinate budget and acquisition related Office of the Secretary of War (OSW) staff packages, including for time-sensitive requirements, for AARO Director review and decision daily.
  • Monitor organizational spending, manage required financial reports, and inform senior leaders on the status and availability of funds.
  • Support AARO planning, preparation, and submissions for out-of-cycle funding to resource AARO Unfunded Requirements (UFR) for AARO Director review and decision monthly.
  • Submit funding packages on a weekly occurrence as required by mission needs.
  • Support the preparation, coordination, and delivery of an annual report for AARO appropriations, obligations, expenditures, and transfers to DOW and Office of the Director of National Intelligence (ODNI) Senior Leadership and Congress for AARO Director review and decision.
  • Support Congressional budget process activities and budget justification documentation development.
  • Provide expertise on Operation & Maintenance and Research, Development, Test & Evaluation appropriations.
  • Assist in developing responses to Congressional budget inquiries and reporting requirements.
  • Coordinate with OUSW(I&S) budget office on all budget-related Congressional interactions.
  • Assist government lead in developing and preparing documentation for procurement packages, including Statements of Work (SOW) and Performance Work Statements (PWS).
  • Support development of Sole Source Justifications and Brand Name Justifications.
  • Conduct Market Analysis and Research activities.
  • Review Cost Estimates and Quality Assurance Plans to ensure accuracy, completeness, and consistency. Stakeholder Engagement and Coordination
  • Develop and maintain positive working relationships with counterparts across the DoD, including the Joint Staff, other OSW organizations, DOW Components, Military Departments, and Combatant Commands.
  • Coordinate with OUSW(I&S) budget office on all financial management activities.
  • Serve as primary budget liaison between AARO and external DoD financial management organizations.
  • Facilitate communication between budget stakeholders throughout PPBE processes.
  • Provide advice, recommendations, and document preparation support to multiple offices across various disciplines, ensuring seamless acquisition processes and compliance with regulatory requirements.
  • Develop and coordinate OSW staff packages, including for time-sensitive requirements, for AARO Director review and decision.
  • Ensure compliance with all DOW financial management regulations and procedures.
  • Support preparation of briefings and presentations for senior leadership on budget matters.
