About the Position: The Office of the Provost and Vice President for Academic Affairs plans and manages all academic and instructional resources that support the teaching, scholarship, and research mission of Cal State Fullerton. The office strives to serve as a central resource for the campus community, ensuring quality academic programming and fostering partnerships with both internal and external stakeholders to promote and support faculty and student success. The Office of the Provost achieves this by empowering faculty, staff, administrators, and students with the knowledge and support necessary so that we can each carry out our individual roles in fulfilling our university’s mission. We seek an exceptional individual to join our Operations team as the Budget Analyst III. The ideal candidate in this role should have a positive attitude and an active, energetic mind characterized by highly ethical practices and a commitment to inclusivity, openness, flexibility, integrity, and kindness. Working under general direction and performing advanced program unit planning activities, analysis, development, and evaluation of complex and multifaceted administrative and budget responsibilities, the Budget Analyst III reports to the Director for Academic Resources and Fiscal Operations for the Academic Resources Department and provides independent, consultative budget and fiscal support to the Associate Vice President (AVP) units. Independently develops and manages fiscal year budgets and ensures compliance with fund designation, policy requirements, and reporting unit limits using advanced analytical and strategic solutions. Independently researches, analyzes, and monitors complex budget and procurement processes. Maintains, analyzes, and tracks the AVPs’ budgets and provides strategic recommendations and advisory guidance regarding budget performance, trends, and risk mitigation. Ensures the timely dissemination and collection of funds due to and from all sources to the programs and their operational units. Generates, analyzes, and disseminates monthly, quarterly, and ad hoc budget and financial reports. Exercises delegated authority in the review of authorization of expenditures, procurement card activity, and travel requests and reimbursements to ensure compliance with CSU, campus, and auxiliary policies. Monitors, reconciles, and maintains operational expense and budget records, including, but not limited to, general funds, state and auxiliary grants, philanthropic funds, and one-time funding sources for various complex projects and programs. Independently performs varied and specialized administrative and analytical duties using approaches to project and prioritize with full accountability for outcomes and fiscal integrity. Works closely with the Provost’s Office academic resources team to ensure a clean year-end close in accordance with university policies and procedures using advanced judgment and discretion. The Budget Analyst III also works with accounting and procurement offices, administrative support coordinators, and related campus personnel to resolve complex fiscal issues and ensure accurate financial reporting. Provides lead-level support, guidance, and training to administrative staff on the workflow of budget and fiscal processes. Reinforces consistency with the use of proper account coding to ensure data integrity and compliance. Communicates and interprets policy and procedural changes, maintains operational agility, and encourages others to adapt to adjustments that improve the flow and effectiveness of fiscal business operations. Requirements

  • Equivalent to a bachelor’s degree in a related field and four years of relevant experience. Additional experience which demonstrates acquired and successfully applied knowledge and abilities shown above may be substituted for the required education on a year-for-year basis. An advanced degree in a related field may be substituted for the required experience on a year-for-year basis.
  • Working independently under general supervision and performs advanced budget analysis work by exercising lead oversight for most projects and responsibilities.
  • Applies advanced knowledge or expertise to recommend and implement strategic plans and initiatives.
  • Demonstrates advanced discernment in selecting methods and techniques for obtaining solutions.
  • In collaboration with management, oversees, assesses, formulates, and evaluates programs, policies, and procedures.
  • Decision-making is based on budget analysis best practices; relevant regulations; advanced experience; and university goals and practices.
  • Work is focused on ensuring alignment with overall objectives.
  • Handles multiple work priorities and may provide lead work direction with accountability for results.
  • Advanced knowledge of financial, budgetary, and accounting principles and practices.
  • Thorough knowledge of the purpose, functions, and fiscal organization of the campus(es).
  • Thorough knowledge of the principles of position control and budgetary alignment.
  • Advanced knowledge of the principles and practices of public finance, administrative personnel, fiscal management, and cash-flow management.
  • Advanced knowledge of research techniques and statistical principles and procedures.
  • Knowledge of or ability to quickly learn the financial structure and financial procedures of the university.
  • Ability to analyze and review the campus budgets and financial practices, and present complex budget information in a clear, concise, and professional manner, analyze situations accurately, and develop an effective course of action.
  • Advanced analytical skills in order to evaluate and interpret data to develop sound conclusions and recommendations.
  • Advanced communication and interpersonal skills to effectively present information and ideas and advise managers, staff, and faculty regarding budgeting policies and procedures.
  • Ability to effectively mentor or lead the work of others.
  • A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to complete the background check satisfactorily may affect the continued employment of a current CSU employee who was conditionally offered the position.
