About The Position

The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. The DSS Business Operations Section is responsible for the oversight, direction, and management of all financial operations of the Division. The Budget Unit is responsible for the development, oversight, and execution of a $2.2 billion budget for Public Assistance and Social Service programs and services throughout the State of North Carolina, ensuring proper procedures and conformance to numerous federal and state rules, regulations, and requirements and accurate, timely, and appropriate reporting therein. The primary purpose of this position is to provide comprehensive budget and analytical support to the various programs within the Division of Social Services. The Division of Social Services (DSS) provides public assistance and family-centered services to protect the safety, well-being, and permanency of children and to provide needed temporary assistance and support to individuals and families who are experiencing economic and/or family crisis. The Division provides training, technical assistance, consultation, and program compliance monitoring to staff of 100 local county departments of social services and hundreds of contract vendors who all provide an array of programs and services for families and children. These services include Child Welfare Services (Child Protection, Adoption, and Foster Care); Economic & Family Support Services (Work First, Refugee Assistance, Energy and Emergency Assistance Programs, and Special Assistance to Adults); and Child Support Services.

  • Bachelor’s degree from an accredited institution in business administration, public administration, accounting, or related field; or an equivalent combination of education and experience.

Nice To Haves

  • Experience and knowledge of governmental budgeting principles, fiscal policies, and financial procedures, including North Carolina's systems and processes
  • Experience with the Integrated Budget Information System (IBIS) and the North Carolina Financial System (NCFS), or the ability to quickly learn and apply these systems.
  • Proven ability to interpret laws, regulations, and financial data to analyze complex budget issues and prepare clear and concise reports.

Responsibilities

  • Assist the Chief Division Budget Officer in developing and implementing the base budget and change budgets.
  • Interpret and apply general statutes, the State Budget Act, and OSBM policies and procedures throughout the budget process.
  • Prepare budget revisions for assigned programs/funds to ensure the budget is accurately aligned.
  • Process daily transactions (invoices, travel reimbursements, conference authorizations, funding worksheets, and purchase requests) to ensure timely and accurate support for assigned funds/programs.
  • Maintain extensive knowledge of the programs of the Division to provide informed budget guidance.
  • Assist division managers, departmental staff, and the department’s Office of the Controller with budget and financial issues and concerns.
  • Utilize and develop routine and/or specialized financial reports.
