About The Position

The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. This position is responsible for monitoring, maintaining, and ensuring budgeting and financial accountability for all grants within the division. The role supports the supervisory Business Officer in managing the resources of the Office of Economic Opportunity (OEO) and the Division of Employment and Independence for People with Disabilities (DEIPD), which collectively total more than $200 million. The position is based in Raleigh, North Carolina, and offers a flexible work schedule. The individual must work effectively under tight deadlines in a fast-paced environment and demonstrate exceptional attention to detail, strong verbal and written communication skills, and solid organizational abilities.

Requirements

  • Proficiency in working across multiple data and financial systems, including advanced skills in Microsoft Excel for data analysis, reporting, and reconciliation.

Responsibilities

  • Troubleshoot complex financial and budgeting issues using strong analytical skills, while coordinating information requests and interpreting Office of State Budget and Management (OSBM) policies, federal and state regulations, and Generally Accepted Accounting Principles (GAAP) to ensure compliance.
  • Maintain a thorough understanding of the North Carolina Financial System (NCFS), its reporting tools, the Integrated Budget Information System (IBIS), and how these systems interface to support accurate budgeting and reporting.
  • Independently manage the authorized budget through all phases of development and execution by reviewing and projecting expenditures, making necessary budget realignments, and ensuring expenditures are allowable and aligned with period-of-performance requirements.
  • Collaborate extensively with NC Department of Health and Human Services (DHHS) staff and federal partners to complete financial reports and respond to budget-related inquiries.
  • Assist with implementing corrective action plans resulting from audit findings or recommendations to support ongoing compliance and financial integrity.
