About The Position

This position is responsible for the detection, prevention and investigation of potential fraud situations. This role requires the ability to conduct research; execute various tasks to protect the client and bank; and provide clear documentation of investigations. This position also requires the ability to work in a fast paced environment while effectively multi-tasking. This role must also maintain a balanced perspective to ensure a positive customer experience for both our internal and external customers. The BSA/AML Officer 1 position will conduct analyses of current customers through a variety of assigned cases and will perform all duties in accordance with the bank’s policies and procedures, all U.S. state and federal laws and regulations, wherein Bank of Guam operates.

Requirements

  • Advanced analytical skills. Able to use Excel and other query tools to perform complex analysis.
  • Thorough knowledge of BSA regulations pertaining to suspicious AML-related customer activity as well as the BSA-related suspicious activity detection systems used by the bank.
  • Able to demonstrate knowledge and ability to identify various white-collar crime, general fraud, and money laundering schemes.
  • Able to demonstrate familiarity and competency in using in-house software monitoring systems such as Patriot Officer, Guardian Officer, Nautilus, AS400, Ensenta, and wire transfer systems.
  • Exceptional oral, written and interpersonal communication skills with the ability to communicate complex information accurately, clearly and quickly
  • Ability to work in an up-tempo, fast paced and evolving environment

  • High school graduate or equivalent general education diploma with 2-3 years banking experience preferred with experience in consumer compliance within a commercial/community bank.

Responsibilities

  • Develop and maintain partnerships with federal and state law enforcement agencies to facilitate investigations.
  • Seek guidance and solution as needed when addressing concerns with CTR’s, SAR’s or anything pertaining to BSA/AML with Manager and/or Supervisor.
  • Participate and share ideas during department meetings.
  • Be open to cross-training, collaborating and supporting fellow co-workers with tasks to help meet the needs of the business.
  • Interact with internal and external partners such as operations groups, banking centers, and law enforcement, to resolve and investigate fraud incidents.
  • Respond to external/internal inquiries (departments) as it pertains to CTR’s, SAR’s and BSA/AML reference to training or customer concerns.
  • Demonstrates brand behaviors when interacting with colleagues.
  • Complete BSA/AML/OFAC training for a minimum of 1 hour on a monthly basis via the weekly wrap up assignments.
  • Complete a minimum of 10 credit hours annually of continued education with the Association of Certified Anti-Money Laundering specialist or other industry specific training.
  • Review fraud alerts, queues, and reports to detect & prevent fraud, or refer for further investigation.
  • Review fraud referrals from internal partners to determine appropriate course of action.
  • Effectively execute countermeasures and various mitigation strategies to avoid losses to the bank and to our customers.
  • Collect evidence pertaining to law enforcement requests.
  • Provide branch support for handling of fraud situations for customer incidents.
  • Set up, document, and investigate fraud cases with varying degrees of complexity.
  • Ability to complete or direct financial transactions such as right-of-offset, closing balance issue, or charge off requests.
  • Prepare and submit Suspicious Activity Reports (SARs) as required.
  • Review and process various fraud claims handling forms.
  • Analyzing and documenting daily alerts generated from the Guardian Officer Fraud Dashboard and all other channels of fraud monitoring. (Ensenta, Q2, FICO reports, posting rejects etc.)
  • Perform research, tracking and reporting as necessary to comply with regulatory requirements such as elder abuse, identity theft (Red Flags), wire issues, etc.
  • Make recommendations for closing accounts and performs associated follow up to ensure the closure of the accounts Perform other duties as assigned or requested
  • Maintain thorough knowledge of the Bank systems used to conduct research of customer transaction activity.
  • Document results of investigations and meets reporting requirements of both internal and external entities set forth by regulations and unit policy.
  • All other duties as assigned to support the needs of the Department and/or Business.
  • Maintain current knowledge of all federal and state laws and regulations, along with the Bank’s policies and procedures.
  • This position will ensure proper mitigation efforts are taken on any/all significant trends related to fraud and transaction risk.
  • Develop and maintain the documentation for Fraud Prevention and Detection strategies, policies, procedures, and standards.
  • Maintain knowledge of current events and trends in such areas of fraud, BSA, money laundering etc.
  • Keeps abreast of the legislative and regulatory environment for AML and Fraud issues.
  • Compile data, and maintain necessary records and files to assure efficient and consistent reporting of investigations.
  • Complete all bank mandated training.
