About The Position

The incumbent serves as an Electronics Technician within the Office of Cuba Broadcasting (OCB), Technical Operations Directorate, Maintenance Branch. Under the general supervision and guidance of the Chief Station Manager, the incumbent is responsible for providing comprehensive technical support for radio and television transmission operations at OCB facilities in the Florida Keys. The position supports mission-critical broadcast operations through the installation, maintenance, troubleshooting, modification, and quality assurance of complex communications, transmission, and facilities systems. The incumbent ensures that broadcast transmission and supporting infrastructure operate reliably, efficiently, and in compliance with established technical standards, regulatory requirements, and OCB operational objectives.

Requirements

  • Expert knowledge of electronics engineering principles as applied to complex radio broadcasting and telecommunications systems.
  • Knowledge of mechanical engineering principles sufficient to maintain and repair a wide range of broadcast and facilities equipment.
  • Knowledge of automated systems and their application to radio and television broadcasting and telecommunications.
  • Ability to read and interpret engineering schematics, architectural drawings, and technical specifications.
  • Knowledge of radio frequency propagation, electromagnetic radiation, phased-array antenna systems, multi-transmitter duplex systems, and automated antenna switching matrices.
  • Ability to use advanced test, measurement, and diagnostic equipment, including calibration techniques, to troubleshoot and restore complex systems.
  • Knowledge of security systems, physical security standards, personnel safety practices, and emergency preparedness.
  • Ability to develop innovative and adaptive solutions to meet rapidly changing operational requirements, including those arising from system failures or international crises.
  • Ability to communicate effectively, both orally and in writing, with management, technical staff, contractors, and end users.
  • Knowledge of the mission, objectives, and program policies of the Office of Cuba Broadcasting and USAGM to ensure technical support aligns with broadcast and foreign policy objectives.

Responsibilities

  • Transmission and Communications Systems Support Performs installation, testing, troubleshooting, maintenance, and quality assurance of data and voice communications services supporting OCB radio and television transmission operations. Provides hands-on technical support for complex broadcast and telecommunications systems, ensuring continuous and reliable transmission operations. Applies practical and theoretical knowledge of electronics, telecommunications, and broadcast engineering principles to maintain and improve system performance.
  • Systems Design, Development, and Modification Performs technical assignments related to the design, development, modification, and upgrade of existing and planned communications and transmission systems. Applies in-depth knowledge of technical standards, methods, and practices to ensure systems meet operational, safety, and regulatory requirements. Reviews and evaluates technical proposals, system designs, and installation plans to determine feasibility, compliance, and cost-effectiveness.
  • Specialized Technical Operations Responsible for complex technical work involving digital satellite systems, frequency division multiplexing (FDM), time division multiplexing (TDM), wideband digital circuit transmission methods, technical control facility equipment, and signal and power systems, including grounding techniques. Performs advanced troubleshooting and restoration of services using specialized test and diagnostic equipment, such as spectrum analyzers, bit error rate testers, protocol analyzers, and related instrumentation. Ensures systems operate within established parameters and takes corrective action to resolve performance issues.
  • Technical Analysis, Reporting, and Evaluation Conducts technical reviews, analyses, and evaluations of equipment and system problems or proposed solutions within assigned specialty areas. Determines optimal technical solutions based on performance, reliability, and cost considerations. Compiles data and prepares technical reports, documentation, and recommendations in accordance with required formats and agency standards.
  • Operational Support and Training Provides technical guidance and operational expertise to site personnel regarding equipment operation, system performance, and problem resolution. Reviews plans and projects for new installations, upgrades, and improvements; interprets detailed technical specifications, procedures, and policies for adequacy and compliance. Clarifies policies and procedures and provides hands-on training to technical and operational staff as required.
  • Property and Asset Management Serves as the OCB Property Control Officer, maintaining accountability records in the Property Information Processing System (PIPS). Issues barcodes and provides guidance to accountable officers regarding procurement, inventory control, maintenance, and disposal of government property and equipment. Ensures compliance with agency property management policies and federal regulations.
  • Facilities and Safety Responsibilities Applies mastery of facilities management principles related to communications, building operations, maintenance, repair, and supporting infrastructure. Ensures compliance with physical security, personnel safety, accident prevention, and fire protection requirements. Performs other related duties as assigned in support of OCB mission requirements.
