About The Position

Under the direction of the Executive Director of BQE, Design-Build & Emergency Contracts, the Manager of Design of Specialty Construction Projects is responsible for the management and administration of projects within the BQE, Design-Build and Emergency Contracts Unit. This position involves supervising a staff of engineers and managers, facilitating the planning, scheduling, bidding, and supervision of Design-Build projects, Emergency Contracts, and other specialty projects. The role also includes assisting in the oversight of Emergency Declarations, monitoring the performance of private consultants and contractors, and resolving conflicts with contractors. The Manager is responsible for ensuring compliance with various guidelines and representing the Division in dealings with other agencies and stakeholders.

Requirements

  • One year of full-time satisfactory experience in supervising employees performing project management work.
  • A baccalaureate degree from an accredited college or university in relevant fields or a combination of education and experience equivalent to five years.
  • At least one additional year of experience in a supervisory capacity or as a project manager for a large and/or complex construction project.

  • Professional Engineering license preferred.
  • Skill in communicating verbally and dealing effectively with city, state, and federal agencies.
  • Ability to write clear and effective reports, letters, memos, and correspondence.
  • Familiarity and experience working in the Design-Build environment in a leadership position.
  • Skill in analyzing and evaluating complex and highly technical data, reports, and recommendations.
  • Ability to work under pressure and meet restrictive deadlines.
  • Ability to supervise a staff of engineers and managers in planning, organizing, coordination, and control of projects.
  • Ability to improvise and develop innovative solutions for unusual conditions.

Responsibilities

  • Supervises a staff of engineers and managers performing complex functions pertinent to the Unit.
  • Facilitates the planning, scheduling, bidding, and supervision of Design-Build projects, Emergency Contracts, and other specialty projects.
  • Assists the Executive Director in the oversight of all Emergency Declarations for unsafe conditions requiring immediate remediation.
  • Monitors and evaluates the performance of private consultants and contractors.
  • Resolves conflicts with contractors arising from field conditions and negotiates scheduling conflicts and delays.
  • Makes determinations on post-negotiation requests for changes and extra work orders.
  • Manages contract performance and timely processing of payments to ensure compliance with DOT policy.
  • Conducts personal inspections of field conditions and checks on project progress.
  • Ensures all work is in accordance with Agency, City, State, and Federal guidelines.
  • Represents the Division in dealings with other City, State, and Federal agencies, utilities, contractors, and the public.
  • Performs additional significant administrative and engineering functions as determined by the Executive Director.
