Apply today! The Billing Manager is responsible for the oversight and performance of all billing operations to ensure accurate, timely, and compliant revenue cycle processes across programs. This role supervises billing staff, ensures adherence to payer, regulatory, and organizational requirements, and leads the development and continuous improvement of billing systems, workflows, and controls. The Billing Manager partners with finance and program leadership to support financial integrity, optimize collections, and maintain alignment with organizational priorities.

Requirements

  • Bachelor’s degree in business, healthcare administration, accounting, or a related field, or equivalent combination of education, certification, and experience.
  • Five (5) years of experience in medical or behavioral health billing and coding, including at least two (2) years in a supervisory or lead capacity.
  • Experience developing and implementing billing policies, procedures, and workflows.
  • Experience working with electronic health record systems and claims processing platforms.
  • Experience applying accounting principles relevant to billing, reconciliation, and revenue tracking.
  • Experience working with Medicaid, Medicare, and managed care billing requirements, including Oregon Health Plan.
  • Knowledge of medical and behavioral health billing processes, including claims submission, denial management, payment posting, and reconciliation.
  • Knowledge of Medicaid, Medicare, and managed care payer requirements, including authorization and eligibility standards.
  • Knowledge of CPT and HCPCS coding and their application within billing practices.
  • Knowledge of applicable regulatory requirements, including privacy, documentation, billing compliance standards, and record retention requirements.
  • Knowledge of Oregon Administrative Rules and third-party payer requirements related to billing and reimbursement processes.
  • Knowledge of principles and practices of supervision, including performance management, coaching, staff development, and workload management.
  • Knowledge of organizational operations and the financial and operational impacts of billing decisions on program and organizational performance.
  • Skilled in analyzing billing data, identifying trends, and implementing solutions to improve performance, accuracy, and revenue outcomes.
  • Skilled in using electronic health record systems, billing platforms, and Microsoft Office applications, including Excel, to support reporting and analysis.
  • Skilled in organizing and managing multiple workflows and priorities to meet deadlines and operational expectations.
  • Skilled in verbal and written communication to convey information clearly, adapt messaging to the audience, and support understanding across staff, leadership, and external partners.
  • Skilled in setting performance expectations, monitoring progress, and using data and metrics to evaluate outcomes and support goal attainment.
  • Skilled in identifying billing errors, discrepancies, and process gaps and implementing corrective actions to improve accuracy and efficiency.

Responsibilities

  • Supervises billing staff by assigning work, monitoring performance, balancing workloads, and providing coaching and corrective feedback to ensure accurate and timely completion of billing functions.
  • Oversees the end-to-end billing process, including data intake, charge entry, claims submission, denial management, payment posting, and reconciliation to ensure completeness, accuracy, and timeliness of revenue cycle activities.
  • Reviews and validates billing data from program sources, identifies discrepancies, and ensures corrective actions are implemented and documented to reduce recurring errors and improve data integrity.
  • Ensures compliance with all applicable payer requirements, contracts, and regulatory standards, including Oregon Administrative Rules and third-party billing requirements, by monitoring updates and integrating changes into billing practices.
  • Oversees authorization and eligibility verification processes to ensure services are billed in alignment with payer requirements and approved service levels.
  • Monitors claims processing performance, including submission timeliness, denial trends, and reimbursement outcomes, and implements corrective strategies to improve collections and reduce revenue loss.
  • Reviews and approves monthly invoicing to external partners and ensures invoices are accurate and submitted within established timelines.
  • Oversees reconciliation of billing, payments, adjustments, and write-offs, ensuring discrepancies are identified, investigated, and resolved in a timely manner.
  • Completes or oversees month-end close processes related to billing systems, including validation of documentation, reconciliation of accounts, and confirmation that all financial activity is accurately recorded.
  • Develops, implements, and maintains billing policies, procedures, and internal controls to support compliance, consistency, and operational efficiency.
  • Monitors billing operations to identify process gaps or inefficiencies and leads continuous improvement efforts to enhance accuracy, timeliness, and staff productivity.
  • Collaborates with finance, program leadership, and external partners to resolve complex billing issues and support organizational financial performance.
  • Performs other duties as assigned.
