The Bid Contract Coordinator Level 3/Level 4 at Northrop Grumman plays a crucial role in supporting the administration of contract portfolios from the business development phase through to closeout. This position involves managing the Contract Management System (CMS), assisting Contract Administrators, and ensuring compliance and performance across various business units. The role is pivotal in coordinating bid proposals, managing data calls, and collaborating with multiple departments to achieve organizational goals.

  • Assist the Business Unit (BU) and Operating Unit (OU) Contracting Administrator (CA) Teams in supporting all aspects of a contract portfolio.
  • Administer the Contract Management System (CMS) for MDS and act as Subject Matter Expert (SME) for the Division.
  • Perform daily error management and assist/training CAs to leverage the full potential of CMS.
  • Drive upward trajectory in proficiency and accuracy of the CMS tool, achieving 5% record errors week over week.
  • Follow up with CAs identified in the weekly CMS Error Report to assure timely corrections and updates to CMS.
  • Address and respond to CMS related Data Calls from the Division and Sector.
  • Represent the BU as the CMS Point of Contact (POC) for all audits and system inspections.
  • Guide CAs in using CMS to analyze solicitations and contracts, and store and track contract data.
  • Connect with other functional areas including SAP setup, Business Development, Global Supply Chain, and Program Management.
  • Assist CAs with Bid Coordination, Commitment Review scheduling, and documentation/filing of decision results.
  • Support CA Teams in the preparation and submission of bid/contract proposals, including New Contract and Contract Close-Out support.
  • Manage records retention, file documentation, and coordinate changes in Business Development.
  • Research and coordinate with CAs to address/answer received Data Calls.
  • Participate in BU Contracts' Budget Reviews and prepare business presentations supporting BU Staff Meetings.
  • High School diploma or equivalent and 4 years additional education and/or related experience for Level 3.
  • High School diploma or equivalent and 6 years additional education and/or related experience for Level 4.
  • Expertise with Microsoft Office suite.
  • Ability to obtain and maintain a U.S. Government DoD Secret security clearance.
  • Prior training and experience with the Contract Management System (CMS).
  • Experience using SAP.
  • Experience supporting a Contracts Administration Team.
  • Prior experience supporting multiple departments or business units from an administrative perspective.
