About The Position

The Benefits Manager at Navy Exchange Service Command is responsible for managing and administering the organization's benefits and retirement plans, including medical, dental, life insurance, and disability insurance. This role ensures compliance with regulations, oversees plan accounting, and manages subordinate associates while reporting to the VP of HR Total Rewards.

Requirements

  • Bachelor's degree in Human Resources, Business Administration, or related field.
  • 7 years of experience in benefits administration, including 3 years of general HR experience and 4 years of specialized experience in benefits administration.
  • Advanced proficiency in HRIS platforms (e.g., PeopleSoft, ADP) and payroll systems.
  • Minimum of 2 years of supervisory experience.

  • SHRM Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP)
  • Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification.

Responsibilities

  • Processes and reviews benefit plan enrollments, terminations, and updates.
  • Ensures proper application of complex plan eligibility provisions and timely notifications of eligibility.
  • Maintains liaison with plan insurers, brokers, and third-party administrators regarding benefit payments and recordkeeping.
  • Participates in DoD NAF Employee Benefits Committee meetings to provide input on plan design and cost share.
  • Researches costs and assists in developing Health Maintenance Organization benefit programs.
  • Advises associates on plan availability and cost options.
  • Administers post-retirement medical and life insurance plans, communicating with retirees about entitlements.
  • Manages all aspects of the Affordable Care Act compliance, including IRS reporting requirements.
  • Investigates and resolves eligibility and enrollment issues based on plan rules.
  • Receives and reviews monthly billing reports for accuracy and coordinates payments with the Financial Division.
  • Keeps current on changing regulations relevant to the plans administered.
  • Develops and distributes forms necessary for the administration of benefits plans.
  • Participates in internal and external audits of health insurance plans.
