About The Position

The Benefits Consultant will specialize in compliance related to health and welfare benefits within the HR Talent Services team at Stantec. This role involves overseeing compliance functions, collaborating with stakeholders, and ensuring that the company's benefits programs adhere to federal, state, and local regulations, as well as internal policies.

Requirements

  • Strong knowledge of North American benefit offerings such as health, dental, vision, disability insurance, life insurance, and retirement programs.
  • Strong interpersonal and communication skills to explain complex benefit information to diverse audiences.
  • Ability to interpret complex benefits policies and data.
  • Strong knowledge of federal, state, and provincial benefits regulations, including ERISA, ACA, COBRA, HIPAA, and FMLA.
  • Exercises confidentiality and discretion in handling sensitive information.
  • Process improvement oriented with experience in US and Canadian benefit programs.
  • Demonstrate a sense of urgency and a strong focus on employee experience.
  • Bachelor's Degree in Communications, Human Resources, or a related field.
  • Minimum of 5-7 years of experience in benefits compliance.

Nice To Haves

  • Professional certifications such as Certified Benefits Professional (CBP) or Certified Employee Benefits Specialist (CEBS) preferred.
  • Experience with plan vendor administration and program management.

Responsibilities

  • Oversee compliance functions related to health and welfare benefits, including plan documentation, reporting, and non-discrimination testing.
  • Collaborate with Benefits colleagues and relevant stakeholders to ensure compliance with regulations.
  • Maintain accurate records of benefits plans, policies, and compliance activities.
  • Stay updated on federal, state, and local laws related to benefits regulations.
  • Apprise leadership of compliance violations or potential risks and provide recommendations for resolution.
  • Ensure benefits communications meet compliance requirements of the DOL, IRS, etc.
  • Prepare and file required regulatory documents, such as Form 5500 and non-discrimination testing reports.
  • Ensure compliance with local ordinances, including the San Francisco Health Care Ordinance.
  • Draft, review, and maintain Business Associate Agreements (BAAs) in alignment with HIPAA requirements.
  • Assist with internal and external audits related to benefits compliance.
  • Identify potential compliance risks and recommend corrective actions.
  • Provide training, tools, documentation, and mentoring to Service Center colleagues.
