About The Position

The Department of Transitional Assistance (DTA) is seeking qualified individuals for the position of Benefit Issuance Specialist. The primary purpose of this role is to ensure the accurate and timely delivery of benefits via EBT and direct deposit. Additional responsibilities include logging, monitoring, and researching EBT misdispense claims and client disputes; preparing client notifications for resolved and rejected claims; and tracking and distributing reports related to undeliverable EBT cards. Requirements

  • Knowledge of the principles and practices of accounting, including terminology.
  • Knowledge of the methods of general report writing.
  • Knowledge of the methods and techniques of financial analysis.
  • Ability to analyze and determine the applicability of accounting data to draw conclusions and make appropriate recommendations.
  • Ability to read and interpret documents such as financial reports, accounts, and ledgers.
  • Ability to understand, apply, and explain the laws, rules, regulations, policies, procedures, etc., governing assigned unit activities.
  • Ability to perform mathematical calculations using formulas to solve accounting problems.

  • Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in work simplification, management analysis, program analysis, methods analysis, economic analysis, fiscal analysis, financial analysis, budget analysis, program administration, or program management or (B) any equivalent combination of the required experience and the substitutions below.

Responsibilities

  • Process daily direct deposit returns and prenotes in accordance with Benefit Issuance Unit procedures, including reissuing benefits via EBT, correcting bank account information, notifying clients of changes, and updating BEACON records.
  • Assist the supervisor with EBT misdispense and dispute claims by logging adjustments, monitoring timely resolution, and preparing client notifications for settled and rejected claims.
  • Perform centralized EBT transaction processing, including timely and accurate adjustments, maintaining audit records, and escalating issues to the supervisor as needed.
  • Verify daily EBT, direct deposit, and check payrolls to ensure timely processing, report discrepancies, and track volumes and amounts for monthly reporting
  • Log, track, and distribute data on undeliverable EBT cards in accordance with the Benefit Issuance Unit’s procedures.
  • Generate and provide benefit financial history statements for other DTA units and Boston Legal Services upon request.
  • Process client check replacement requests in BEACON and initiate bank stop payments as needed.
  • Perform the initial step of the related benefits process in accordance with the separation of duties.
  • Additional tasks or special projects will be assigned as needed
