About The Position

As part of the integrated health model of Tiburcio Vasquez Health Center (TVHC), the Integrated Behavioral Health Program provides behavioral health services to patients currently receiving primary care services at TVHC. The Behavioral Health Specialist (BHS)/QA (LCSW) conducts screening, assessment, brief treatment, and consultative services to patients with mild to moderate mental health symptoms. As a licensed clinician, the BHS will utilize Evidence-Based Practices using brief treatment modalities and also provide linkage and referrals to community services as needed. The BHS II will work from an interdisciplinary approach and in collaboration with the PCP (Primary Care Provider), Consulting Psychiatrist, and Care Coordinator. In addition, this position will also serve as a BHS Quality Assurance Specialist and provides hands-on coordination, services, and administrative support in all quality assurance activities of the IBHP at TVHC. Specifically, the role provides routine audits of clinical client records, tabulation and reporting of audit results to individual therapists and the Director of BH, all in an effort to ensure the program meets strict documentation and billing standards. This position is also responsible for establishing and maintaining on-going clinical records documentation, helps to onboard new staff in QA, provides training and feedback to clinicians, program supervisor and to improve clinical patient record keeping practice. This position will play a crucial role in helping to building a pipeline of other resources for supervision of quality assurance, clinical paperwork and clinical consultation. Schedule: This is a full-time position, working 40 hours per week, typically Monday through Friday, with occasional Saturday hours. Requirements

  • Master’s Degree in Social Work or Doctoral Degree in Psychology required.
  • California Licensure as an LCSW or Licensed Psychologist required.
  • Minimum two (2) years of job related experience.
  • Previous experience working with the pediatric and adult population within ethnically and culturally diverse families.
  • Clinical experience with provision of mental health services in a community based setting.
  • Knowledge of and experience working in a primary care facility as a behavioral health specialist preferred.
  • Prior experience and/or working knowledge of IBHP program highly preferred.
  • Ability to chart using Electronic Health Records, preferred.
  • Position requires ability to work independently, organize tasks, problem-solve, make decisions, and handle multiple priorities.
  • Work as a team member with fellow co-workers, primary care and agency staff.
  • Cultural sensitivity and understanding of child and adult issues.
  • Must be willing to travel to and from various service sites as needed.

  • Knowledge of pediatric and adult behavioral health issues and prior experience working in non-profit
  • Thorough understanding of HIPAA confidentiality and privacy regulations and demonstrated ability to implement these in a work environment.
  • Knowledge and/or experience with, or ability to learn and implement, legal, State, County and health insurance requirements for clinical records keeping practices, quality assurance and standards of billing for IBHP.
  • Ability to work collaboratively with clinical supervisor, Director, and other members of management team.

Responsibilities

  • CLINICAL DUTIES Comply with established departmental policies and procedures, objectives, quality assurance program, safety, environmental, and customer service standards.
  • Conducts brief, non-stigmatizing screenings to evaluate the needs of TVHC patients for mental health and support services.
  • Performs comprehensive bio-psychosocial assessment for mental health, substance abuse, co-occurring disorders, domestic violence, medical needs, etc.
  • Conducts follow-up as appropriate
  • Provide licensed level behavioral health services in low-intensity/brief treatment modalities such as, problem-solving therapy, behavioral activation, and other Evidenced-Based Practices, in a culturally, linguistically and age appropriate manner.
  • Provide interventions and collaborate with the Care Coordinator on referrals to specialty mental health services as appropriate.
  • Provide ongoing consultation for primary care staff in appropriate mental health techniques.
  • Participate with staff in multidisciplinary staff meetings and other staff processes to achieve program development, staff development, program evaluation, program operations review, and other activities needed to maintain quality of early intervention services.
  • Initiate and take on special responsibilities as required by grant funded projects and other program development efforts.
  • Maintain confidentiality regarding privileged administrative and patient information in a professional manner.
  • Performs all duties for successful electronic health records maintenance including but not limited to; completion of client/patients records according to established protocol, coding, and signing off charts within the designated time set by the organization.
  • Performs all duties and service in full compliance with TVHC’s Service Excellence Standards.
  • Perform other duties as assigned.
  • QUALITY ASSURANCE (QA) DUTIES (4-6 hours per week) Conduct analysis of record keeping systems in adherence to State, County, and health insurance clinical record keeping practices and quality assurance and billing standards; make recommendations based on results for the purpose of improving and streamlining all processes.
  • Establish and maintain systems to monitor clinical records (including paper and electronic records) in accordance to HIPAA confidentiality and privacy regulations.
  • Oversee Peer review process
  • Work in close collaboration with the Director of Behavioral Health and other management staff to monitor quality of records for compliance with legal, ethical and professional standards.
  • Develop thorough understanding of treatment plans, legal reporting requirements, and client rights to inform the clinical record review and audit processes.
  • Provide reporting and make suggestions regarding potential discrepancies or areas of concern in treatment to clinical supervisor(s), management, and program director(s).
  • Collect/track data and compose, prepare and produce routine and non-routine reports including audit reporting results.
  • Communicate status of documentation and related billing goals to clinical, supervisory, and support staff by way of written & verbal reports
  • Establish guidelines to develop staff recordkeeping practices, based on issues/areas identified in chart reviews for individuals and groups.
  • Develop protocols, forms and other resources to assist clinical and supervisory staff in the maintenance of adequate documentation, meeting all legal, and State, County, and Health insurance program requirements.
  • Organize and establish systems for the standardization of clinical documentation, including developing list of phrases more acceptable for charting standards for billing purposes.
  • Develop training manuals/materials based on State, County, and health insurance requirements and program requirements for IBHP and other funding sources.
  • Orient new staff to program requirements, also to include systems of documentation, charting and EHR workflows.
  • Follow-up with new and existing staff, meeting one-on-one as needed and directed by supervisor to ensure full compliance with clinical documentation and other requirements.
  • Perform clerical and administrative support functions as needed to meet program quality requirements including (but not limited to) developing/maintaining forms, training materials/guidelines, quality assurance documenting, data entry/word processing, spreadsheets, research, and related clerical tasks.
  • Participate and attend various internal and/or external meetings/trainings as needed and assigned.
  • Review and oversee clinical paperwork for registered intern and licensed staff.
  • Provide feedback to clinical supervisor/Director regarding employee performance on clinical paperwork.
  • Provide backup clinical consultation and/or supervision as needed and directed by Clinical Supervisor.
  • Perform all duties and service in full compliance with TVHC’s Service Excellence Standards.
  • Performs other QA duties as assigned.
